Short description
An Bord Pleanála’s requirements are primarily related to infrastructure services (processing, storage and networks) and end-to-end managed services– the exact nature to be discussed with participants invited to the dialogue phase. Hosting could extend to include PaaS, possibly SaaS requirements and other related services in the future.
Managed services to provide full end-to-end management of the above infrastructure services (and PaaS/SaaS if relevant); including, but not limited to, call and issue resolution, support, maintenance, monitoring, backup and business continuity, disaster recovery and related managed IT professional services.
The framework relates to providers who have access to a minimum of two data centres located within the European Economic Area (EEA) and which are subject to the provisions of EU law in relation to data storage and transmission and where the data centres have been certified to ISO 27001 or similar.

Description of the procurement

Managed services to provide full end-to-end management of the above infrastructure services (and PaaS/SaaS if relevant); including, but not limited to, call and issue resolution, support, maintenance, monitoring, backup and business continuity, disaster recovery and related managed IT professional services.
Within the Scope of this framework ABP has the following requirements from providers who have access to a minimum of two data centres located within the European Economic Area (EEA) and which are subject to the provisions of EU law in relation to data storage and transmission and where the data centres have been certified to ISO 27001 or similar:
• Establishment and provision of a managed hosting service for ABP’s suite of applications CRM, Portal and GIS. This could be extended to include other applications in the future.
• Provision of an end-to-end managed support service for the external hosting environment supporting ABP’s suite of applications up to the application layer including management of the operational relationships with other third party suppliers.
• Provision of a mechanism, based on daily rates, to instigate necessary change, enhancement, improvements etc. to the infrastructure (virtual and physical) to support the needs of the organisation into the future for the duration of the framework.
Price is not the only award criterion and all criteria are stated only in the procurement documents

Description of renewals:
The framework agreement will be for four years with an initial contract for three years to be renewed at ABP’s discretion for a further period of three years to a maximum period of six years in total. It is emphasised that contracts awarded under the framework may extend beyond the life of the framework agreement.
