It is intended that this framework agreement will cover the construction of new buildings, the extension and/or refurbishment of various existing buildings as required by UCD, ranging in size from circa 2,00m2 to circa 4,000m2 with a construction works value of between €7.5m to €25.0m. The construction works that will be carried out under this framework will be within a live university campus environment, with open access at all times to students, staff and the general public.
The works may involve working on or within buildings from single storey up to over five storeys and will generally be of an educational nature, which may include but is not limited to lecture theatres, classrooms, laboratories etc., along with collaborative work spaces, meeting rooms, write-up areas and offices, catering and hospitality facilities, toilets and changing rooms, break-out and social areas, all with associated plant space.
Construction methodologies will vary but will generally be either steel or concrete framed buildings with various facades to include brick/block, precast concrete, framed cladding and glazed/curtain wall facades etc.; roofs and roof finishes to include but not limited to concrete, metal deck, glazed and green roofs and may include an array of PV solar panels or similar equipment; internal walls and partitions, joinery etc.; internal finishes may vary but may include hard tiling, vinyl, carpet, sealer to floors, tiling to walls, painting and decorating throughout (i.e. to walls, joinery, ceilings etc.), suspended and/or, plasterboard ceilings etc.; supply and installation of fixed furniture and fittings, comprising built-in and loose, laboratory benches, equipment etc.
Mechanical & Electrical services installations may include but not limited to fully air conditioned spaces integrated with high end architectural aesthetics, naturally ventilated spaces, mixed mode ventilation systems; dedicated boiler, chiller, hot water generation and air handling plant; connection to district heating; lighting and lighting controls, emergency lighting, general power etc.; new passenger lifts; ICT, security, fire detection and alarm systems; building management system integrated with the campus systems; energy efficiency/sustainability measures.
External services/works may include but not limited to site clearance, site diversions, site setup, diversion of existing site services, construction of new services (i.e. drainage, mains supplies, power and telecom etc.) and tieing into existing services, including district heating. Landscaping, both external and internal which may include refurbishment of existing landscaping and installation of new elements of planting, pavings, roads, parking etc., street furniture and associated services etc.
Subject to planning and funding, it is the intention of the Employer to tender one or more projects, to six shortlisted contractors, which will involve the extension to and part refurbishment of an existing building (within the boundaries described above); the tenderer that submits the 'most economical advantageous' tender will be awarded the contract and this framework agreement. Three other tenderers will also be admitted to the framework and invited to tender on subsequent projects. Subject to the above, there is also the potential of two (or more) projects being on site at the same time.
