Description of the procurement

Ervia is undertaking a competitive tendering process, the objective of which is to establish a multi-supplier framework agreement for the provision of portfolio support services to Ervia and each of its group companies.
The framework agreement will be established for a term of three (3) years with the option to extend for a further period of one (1) plus one (1) year period at the sole discretion of Ervia. It is envisaged that the framework agreement for the provision of portfolio support services will be entered into with up to four (4) Suppliers.
It is intended that the scope of services for any given drawdown under the framework agreement will be the provision of portfolio support services. The scope of portfolio support services is expected to include but shall not be limited to:
• Provision and Management of scheduling services to support portfolio planning and scheduling. Support the reporting requirements across all portfolios at project, tactical and strategic levels aligned to an agreed reporting calendar.
• Provision of Project Cost Management services including Budget, Forecast and Variance tracking, supporting and challenging detail project scopes and associated control budget generation and managing change through the full project life cycle.
• Coordination, monitoring, management and reporting of portfolio-wide risks and opportunities.
• Support the implementation and reporting of efficiency strategies including best practice and benchmarking across the portfolios.
• Development and maintenance of Delivery Plans. This work will include liaising with key stakeholders to maintain alignment of business objectives, regulatory outcomes and work programmes.
• Cleansing and archiving of existing project information within P6 or equivalent system.
• Maintenance of portfolio baseline controls.
• Subject matter experts in relation to system improvement and alignment to industry best practice.
• Supporting training and development programmes in portfolio/programme management and forecasting.
• Other Delivery Portfolio Support initiatives and associated services to be confirmed during the contracted period.
Locations: Resources will be required to work in Ervia project or site offices in Cork/Dublin. Incidental monthly travel may be required.
This is a single stage open procedure pursuant to which Ervia shall first determine the financial and technical capacity of bidders against the minimum criteria and then proceed to evaluate the tenders of only those bidders who pass the selection stage.
