Short description

The purpose of this brief is to secure the services of a suitably qualified and multi-disciplinary Economic Operator to examine the engineering, business and implementation strategies for managing, administrating, developing and financing the District Heating System for a specified area in Dublin’s Docklands which will recover waste heat and distribute it from plants in the Poolbeg peninsula. The Economic Operator shall be required to make recommendations to management of Dublin City Council in relation to the preferred option based on an assessment of the costs, benefits and risk, including seeking and obtaining planning permission, completing environmental reports, and procurement of the preferred business model option. It is anticipated that this service contract period will be 36 months.

Description of the procurement

The scope of work to be undertaken by the Economic Operator is to oversee the interests of the Client in all matters relating to the examination of technical and commercial strategies for managing, administrating, developing and financing of the Dublin District Heating System (DDHS). In this regard, the appointed economic operator will have oversight on behalf of the employer in all aspects of assessment of costs, benefits and risk associated with each strategy, detailed preliminary design and health and safety.
