Description of the procurement

Landfill Management Services at Corranure Landfill, Co. Cavan. Corranure Landfill (the facility) is located at Cootehill Road, Cavan, and is operated by Cavan County Council under Industrial Emissions Licence (IEL) W0077-04 from the Environmental Protection Agency (EPA). The landfill covers an area of approximately 11 hectares and consists of one unlined (Cell 0) and four fully engineered lined cells (Cells 1-4). Cells 0-3 have been filled and fully capped. The landfill does not currently accept municipal waste but Cell 4 accepts non-hazardous soil and dewatered sludge from wastewater treatment plants. The landfill facility site also contains a Civic Amenity Facility (public recycling centre) which is operated separately by a private company.
Cavan County Council is now engaging in a competitive tendering process for the provision of full time landfill management services at the facility.
The scope of the landfill management services to be provided are set out in Appendix 1 and summarised as follows:
- Operation and management of the landfill facility (excluding the Civic Amenity Site) in accordance with the requirements of Industrial Emissions Licence W0077-04;
- Co-ordination and management of specialist contractors/sub-contractors undertaking day-to-day maintenance and monitoring works at the landfill facilty;
- Management of health and safety at the site on behalf of Cavan County Council;
- Reporting to Cavan County Council; and
- Liaison with and reporting to the Environmental Protection Agency in accordance with Industrial Emissions Licence W0077-04.

Review procedure

Precise information on deadline(s) for review procedures: 
Instrument SI 130 of 2010, until after the expiry of the standstill period which commences on the day following the date of notification of concerned candidates and tenderers. The duration of the Contracting Authority will not conclude this reviewable public contract, to which a standstill period applies. In accordance with Irish Statutory standstill period will be 14 calender days where notifications are sent electronically or by fax and 16 calender days where these are sent by any other means. The Statutory Instrument mentioned above provides that review procedures are available in the High Court to a person who has or has had an interest in obtaining the reviewable public contract and alleges that he or she has been harmed or is at risk of being harmed by an infringement of the law in relation to that reviewable public contract
