Short description

The Toronto office of Tourism Ireland wishes to enter into a contract with a Supplier for Distribution and Warehousing Services for the Canadian Market. The appointed logistics provider will take responsibility for shipping marketing literature and supporting materials through its marketing channels in the Canadian market. The Canadian market distributes approximately 100,000 items of literature per year. Logistics companies responding to this tender opportunity may opt to service the following lots: LOT ONE: Bulk Storage and Distribution of Literature; and LOT TWO: Mail Fulfilment of marketing literature to consumers in Canada. The Contract Period will be for three [3] years extendable for a further 2 years up to a max of five [5] years. It is anticipated that the Contract will commence in June 2017. Please note: this tender opportunity is also being notified to local suppliers in Canada.

Description of the procurement

Tourism Ireland is seeking to appoint a logistics partner capable of providing distribution and warehousing services for the Canadian market. The appointed logistics provider will take responsibility for shipping marketing literature and supporting materials through its marketing channels in the Canadian market.
Printed materials are one of the key marketing tools employed by Tourism Ireland. This includes the development, printing and distribution of high-quality marketing literature and supporting material including brochures, tour guides, posters, leaflets, etc. The marketing literature and supporting material is targeted at both consumers directly, and at various tour operators and trade associations in the overseas markets. It is critical that an effective and efficient distribution infrastructure is in place to ensure the marketing literature and support material generated is available at the right time in the right place.
Most of Tourism Ireland’s marketing material is currently printed in Ireland, and is developed and printed by both Tourism Ireland and various tour operators/trade associations in Ireland. Tourism Ireland is responsible for co-ordinating the distribution of all material through the various marketing channels. In addition, the Toronto office will occasionally print and distribute material for the Canadian market.
The Canadian market distributes approximately 100,000 items of literature per year.
Logistics companies responding to this tender opportunity may opt to service the following lot:
LOT ONE: Bulk Storage and Distribution of Literature, i.e. at a carton or pallet level to the Toronto office, business partners, travel agencies and exhibitions in Canada.
The expected service level/lead time for bulk distribution of literature is:
Delivery to Toronto office/trade partner: Within 5 working days of order being placed.
Exhibition Orders: Must be delivered at the specified time and location. Collection and return to the warehouse of material that has not been used will also be required.
The Contract Period will be for three [3] years subject to budget and annual performance review, and other factors, with the option, at Tourism Ireland’s discretion, to extend annually for a further two [2] years up to a maximum term of five [5] years.
It is anticipated that the Contract will commence in June 2017.

List and brief description of conditions:  Requests to participate may be submitted by groups of contractors. Should the contract be awarded to a
consortium, each firm in the consortium shall be jointly or severally liable to the Contracting Authority for the
fulfilment of the terms of the contract. Submissions should make clear which companies are proposed to be the
members of the consortium (and jointly and severally liable to the Contracting Authority) and which are to be
sub-contractors. Subsequent changes to the members of the consortium may result in disqualification of that

Additional information

These services are being procured via a competitive tender process using the Open procedure. All qualifying tenders received will be evaluated against the pre-qualification criteria and then against the suitability and award criteria.
Tourism Ireland requires all Tenderers to adopt a standard, prescribed format as specified in the Response document.
(3 copies plus 1 soft copy ) must be delivered in a sealed envelope to the delivery address by the deadline stated in this Contract Notice. Tourism Ireland will not accept or consider Tenders delivered after this deadline.
Tourism Ireland will not accept responsibility for Tenders that are lost or damaged in the post.
Tourism Ireland will not be responsible for costs, charges or expenses incurred by applicants, whether or not a final contract is awarded.
Tourism Ireland is subject to the provisions of the Code of Practice on Freedom of Information for North South Implementation Bodies and Tourism Ireland, which is available on Tourism Ireland‘s website.
The contract will be subject to Irish law.
