This tender is to procure collecting, sorting and delivery services for library items across thirty Local Authorities from service providers to provide a cost effective and efficient method of moving library stock to and from each library branch across the library branch network. This will be a pilot service for the period March–August 2017. The findings of the pilot service will further determine the viability and effectiveness of a national collecting, sorting and delivery service for all public library branches within thirty local authorities throughout Ireland. An initial pilot is underway is thirteen authorities and is due for completion in February 2017.
The pilot contract is expected to commence on the 1st of March and run until the 31st of August 2017 with an option to extend by a further six months.

Description of the procurement

This tender is to procure collecting, sorting and delivery services for library items across thirty Local Authorities from service providers to provide a cost effective and efficient method of moving library stock to and from each library branch across the library branch network. This will be a pilot service for the period March–August 2017. Library users from any of these thirty local authorities can request items from any of these thirty local authorities and users can collect the physical items (books and DVS’s) from any of the 333 branches within these thirty authorities. Books and DVDs need to be collected, sorted and transported between all thirty authorities.
In total, these library authorities operate 333 number of branches, which would be relevant to the tender.
The collecting, sorting and delivery service will be required to deliver externally sourced items directly to requesting library branches. Existing transport arrangements within local authorities for internally sourced material will continue to operate as normal and will not be included as part of this service.
Details on all the branches is provided in Appendix A. Please note that it is proposed to provide 24/7 access to all branches for the purpose of this tender.
Volumes from each branch will vary depending on demand for stock to and from each branch. Our required service is for a twice weekly collection and delivery to each branch.
