Description of the procurement

Dublin City Council proposes to establish a Single Party Framework Agreement for 4 years and to award an initial rental contract with maintenance for 5, 7, or 10 years, or to purchase up to 800 Solar Powered Compactor Litter Bins.
There are approx. 3500 litter bins in the Dublin City Council Administrative Area. One third of these bins are in the City Centre (Area 20,21,22,23 and 24 as shown on the map in Appendix 1 of this document).
Dublin City Council is of the view that a 20% reduction in the current number of litter bins on-street would be possible. A replacement strategy for City Centre bins would therefore involve in the region of 800 bins. In line with the strategy of developing a Smart City, the proposed bin infrastructure will include a wireless monitoring system that will notify electronically the spare capacity of the litter bin. The litter bins are to be powered by a standalone renewable energy source.
Existing bin locations would be used as a guide for locations of new bins however these locations may change due to width of the footpath (or other obstructions). However, it is intended that the new bin location will not be located an unreasonable distance from the existing location.
Dublin City Council is looking to procure an off the shelf intelligent public waste system composed of a network of solar powered compacting litter bins, coupled to a software application usable through a web portal, delivering real time data information on each bin status and their inventory management.
The Single Party Framework agreement applies to the purchase and/or rental and subsequent installation of Solar Powered Compactor Litter Bins. There will therefore be two options for consideration – Option A & Option B.

Additional information

1. Dublin City Council is subject to the provisions of the Freedom of Information Act (FOI) 2014. If you consider that any of the information supplied by you is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for the sensitivity specified. In such cases, the relevant material, will in response to the FOI request; be examined in the light of the exemptions provided for in the Acts.
2. It will be a condition for the award of any contract by Dublin City Council that the successful Tenderer and all sub-contractors (if applicable) produce a valid Tax Clearance Certificate from the Revenue Commissioners in compliance with Circular (43) 2006 (or as amended) and that the certificate will be maintained for the duration of the contract and will be on a 12 month basis. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required.
3. Suppliers must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications.
4. Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. 6. The Single Party Framework Agreement is primarily for use by the Waste Management Division of the Environment and Transportation Department, but may also be extended for use by other divisions of Dublin City Council as requirements arise.

8. Tenders may be submitted in English or in the Irish language.
