Description of the procurement

ESB is requesting proposals from organisations capable of providing the capabilities and systems necessary to support the market entry of our new subsidiary – code named Project Arrow to the GB (England/Scotland/Wales) Residential Energy Supply market.
The intention is to procure a fully licenced energy supply company with associated software solutions and services that enables rapid, compliant and cost effective market entry. We anticipate that this will be predominantly SaaS, potentially cloud-based, delivered on an on-going basis as a managed service, and one that can be enhanced flexibly over the contract lifetime to meet evolving and emerging requirements.
Key technology principles that Project Arrow will need their providers to support include:
• Supporting an excellent online/digital customer experience
• Supporting ESB’s vision of building a residential energy supply business in GB that is fit for purpose in today’s rapidly evolving energy market.
• Ensuring constant compliance with all licencing, regulatory etc. requirements, with an expectation that providers are compliant and support compliance at all times,
• Allowing and providing timely access to all customer data throughout the customer lifecycle, from first lead generation through to end of service
Interested parties should note that this selection process is not governed by the provisions of Directive 2004/18/EC or Directive 2004/17/EC (or the Irish regulations transposing those Directives) and ESB does not intend to follow the procedures or rules set out in those Directives/Regulations in this selection process.

Objective criteria for choosing the limited number of candidates:
1. Must be able to provide ESB with an off the shelf OFGEM pre-accredited and fully licensed energy company with Gas and Electricity Supply Licences covering: Residential, SME and I&C.
2. Must have a Software and managed service solution working in the GB Market for at least 1 year, capable of and demonstrate ability to interface with other industry services e.g. the data transfer network (DTN) or specific industry translation services and data gateways. In addition the solution must interface with all commercially available billing/CIS and CRM software solution.
3. Must have a Software and managed service solution working in the GB Market with a least 50,000 Energy points for Electricity and Gas.
