Short description

The HEA, on behalf of the project co-sponsors, is now seeking tenders to conduct Irish Survey of Student Engagements for a three-year period starting in 2017. A collaborative management and governance structure is in place with institutional representatives participating in a number of project working groups. It is expected that the successful tenderer will interact primarily with individual institutions for receipt of demographic data, delivery of survey access to target cohorts, and provision of survey results after national fieldwork has concluded; and with the central project manager for other matters, including the national datasets. After the first year of the new contract, this structure may be reviewed. Any revised structure that may be put in place will not be more onerous for the contractor.

Description of the procurement

The Higher Education Authority (HEA), on behalf of the project co-sponsors, is now seeking tenders to conduct the next Irish Survey of Students Engagements for a three-year period starting in 2017.
From 2014 to 2016 an online census survey was undertaken with invitations issued to all first and final year undergraduate students, and to taught postgraduate students, in thirty participating higher education institutions. In 2016, the target population was c. 131,000 students and 29,173 students responded, representing a national response rate of 22.2%. It is expected that the response rate will continue to increase on an annual basis and that effective, accessible delivery of survey questions to target cohorts will support continued improvements to the response rates for individual institutions.

The successful Tenderer will be expected to meet the following deadlines:
December 2016: Initial engagement with institutions’ identified contacts and planning for
demonstration / testing of system
February - March 2017: Implement survey, with local monitoring of responses, for preagreed three week local window within eight week national timeframe
April 2017: Provide national and local datasets, accompanied by defined analysis reports

3) The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers.
4) Contract award will be subject to the approval of the competent authorities. This invitation to tender is issued subject to formal approval of project funding. The decision on funding is anticipated during the November meeting of the relevant HEA Committee.
5) It will be a condition of award that tenderers and all sub-contractors produce a valid Tax Clearance Certificate from the Irish Revenue Commissioners as part of their application for participation in the competition.
6) At its absolute discretion, the contracting authority may elect to terminate this procurement process or any contract awarded under the agreement at any time.
7) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of tenders with missing or incomplete information. Therefore, tenderers are advised to ensure that they return fully completed tenders in order to avoid the risk of elimination from the competition.
