The Environment and Transportation Department have proposed the removal of all East West transport movements through College Green, except for pedestrians and cyclists, in order to allow the safe and efficient movement of all transport modes in this area.
Dublin City Council (DCC) wish to invite suitably qualified consultants to tender for a contract to provide an Environmental Impact Assessment and Environmental Impact Statement for the College Green traffic management measures and Civic Plaza , and Project Management & Co-ordination of Statutory Planning Processes.

Description of the procurement

The introduction and operation of Luas Cross City (LCC) in College Green introduces a new mode of transport into an already busy and congested area. The development of traffic management plans in order to allow LCC to operate safely and efficiently and to cater for pedestrians, and especially cyclists requires a fundamental rethink of the ‘use’ of College Green. The Environment and Transportation Department have proposed the removal of all East West transport movements through College Green, except for pedestrians and cyclists, in order to allow the safe and efficient movement of all transport modes in this area.
This removal of the East West traffic movement allows for the creation of a civic space in this area as per the objective of Dublin City Council’s City Development Plan 2011-2017. Dublin City Council Environment and Transportation Department, in collaboration with the National Transport Authority, propose to progress the delivery of the traffic management measures and in doing so facilitate the creation of a civic plaza area in College Green.
The scheme comprises of the traffic management measures as a result of the removal of all East West traffic movements, in the College Green Area except pedestrians and cyclists, which in turn allows for the creation of a civic space.
Dublin City Council has determined that it will be necessary to undertake an Environmental Impact Assessment and prepare an Environmental Impact Statement for the Project.
Dublin City Council (DCC) wish to invite suitably qualified consultants to tender for a contract to provide an Environmental Impact Assessment and Environmental Impact Statement for the College Green traffic management measures and Civic Plaza , and Project Management & Co-ordination of Statutory Planning Processes.

1. Dublin City Council (DCC) is subject to the provisions of the Freedom of Information (FOI) Act 2014. If you consider that any of the information supplied by you is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for the sensitivity specified. In such cases, the relevant material, will in response to the FOI request; be examined in the light of the exemptions provided for in the Acts.
2. It will be a condition for the award of any contract by DCC that the successful Tenderer and all sub-contractors (if applicable) produce a valid Tax Clearance Certificate from the Revenue Commissioners in compliance with Circular (43) 2006 (or as amended) and that the certificate will be maintained for the duration of the contract and will be on a 12 month basis. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required.
3. Suppliers must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications.
4. Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. 6. The contract is primarily for use by the Environment and Transportation Department, but may also be extended for use by other divisions of DCC as requirements arise.
