Short description

The Sustainable Energy Authority of Ireland (SEAI) has a mission to play a
leading role in transforming Ireland into a society based on sustainable energy
structures, technologies and practices. The objective of this RFT is to appoint
suitably qualified organisations for the provision of technical advice to
Sustainable Energy Communities under four LOTs as follows: Technical
Advisors (Lots 1, 2, 3 and 4): To engage directly with the exemplar SECs,
providing technical support to progress sustainable energy projects and to
develop specific core competencies as outlined below. Lot 1 - Strong
Partnerships/ Energy Champions and Integrated Planning Lot 2 - Strategic
Financing Lot 3 - Energy Efficiency and Renewable Energy Lot 4 - Smart Energy
and Sustainable Transport Successful tenderers will form part of a multi-parties

Strong Partnerships/ Energy Champions
Support the SEC to:
• Create a Year 1 workplan outlining goals, priorities and key actions
• Develop a three-year project roadmap
• Initiate contact with local, regional, or national authorities and institutions
• Coordinate and strategically fit SEC actions and plans with spatial planning and policy
• Engage in ongoing stakeholder mapping - to identify potential partners, supporters and challengers
• Develop a strategy to connect and align with key stakeholders
• Develop a plan to integrate projects across different areas (e.g. Energy Efficiency and Transport)
• Actively integrate projects across different areas
• Develop an integrated system of data collection across all elements of the initiative
• Establish a methodology to ensure an annual review of progress towards goals
Integrated Planning
Support the SEC to:
• Establish a Steering Group with representation from at least 3 sectors; i.e. private, business, education, Local Authority
• Initiate contact with local authorities and other community groups
• Explore opportunity to work in partnerships with other community groups
• Reach out to key regional and national groups, stakeholders and authorities
• Explore opportunity to work in partnerships with key regional and national groups, stakeholders and authorities
• Carry out a stakeholder engagement process to consult the general public on the project (e.g. town hall meeting)
• Encourage all members of the community to play an active role in the design and implementation of the initiative
• Actively participate in SEC Network events
• Seek to provided or received peer-to-peer support (e.g. sharing ideas, resources, advice or support) to others in the Network
