Gas Networks Ireland wishes to purchase Parker fittings for technical reasons. Gas Networks Ireland intends to place a contract with its existing supplier of Parker stainless steel fittings for GNI’s network in the Republic of Ireland from Hanley Controls (Clonmel) Ltd who has an exclusive distribution arrangement with Parker in respect of the supply of its fittings in the Republic of Ireland.

Description of the procurement

Gas Networks Ireland wish to procure a range of Stainless steel fittings including but not limited to; Tee's, elbows, couplers etc. from the Parker fittings catalogue for day to day maintenance, upgrade and refurbishment of gas installations as part of the operation of its network.

Description

IV.1.1)

Type of procedure

Negotiated procedure without prior call for competition
  • The works, supplies or services can be provided only by a particular economic operator for the following reason
    • absence of competition for technical reasons
Explanation
Fittings shall meet the following minimum requirements:
(a) the same locking mechanism (glands) as the existing Parker fittings
(b) 100% compatibility with existing Parker stainless steel fittings to avoid uncontrolled escapes of gas in confined and restricted spaces and enclosures
(c) 100% compatible Parker stainless steel fittings used on safety critical equipment.
Introduction of non-compatible products may:
• lead to uncontrolled escapes of gas in confined and restricted spaces or enclosures that risk personnel safety and means of egress;
• introduce faults and increased risk of outages and to the safe operation of the network; to avoid uncontrolled leaks or system interruption and outages.
• Control system failures could lead to over-pressurisation of the downstream network affecting the integrity of associated pipework, customer systems and appliances
• Modifying or replacing pipework would require significant redesign and engineering leading to system or operation risks
