Description of the procurement

The wholesale electricity market covering Northern Ireland and Ireland, the Single Electricity Market (SEM), is due to undergo significant changes. This arises from changes to European legislation designed to harmonise cross border trading arrangements across all European electricity markets. The new wholesale market will be known as the Integrated Single Electricity Market (I-SEM) and will require market participants to alter the format and frequency with which they interact with the market
Requirement
ESB is inviting expressions of interest from Applicants to provide a Market Communications Platform (product license & maintenance) and implementation services to setup specific ESB configuration and integration to ESB systems.
As a market participant with a sizeable retail and generation portfolio, the Market Communications Platform forms a key component of ESB’s delivery of the I-SEM changes, many of which are mandatory from a regulatory perspective. The Market Communications solution will be required to deliver the following capabilities:
• Integration with I-SEM market operator systems (i.e. NEMO, TSO, ECC)
• Creation, validation, submission and receipt of market messages in I-SEM defined schemas including:
o Bid/Offer Submissions
o I-SEM Trade Results
o Market Settlement Reports and supporting data
o I-SEM Settlement Invoices
o Physical Notification Submission
• Imbalance Calculation
• Standard Reporting (tabular and charting formatting)
• Interface with existing ESB systems using standard industry protocols
• Configurable Identity and Access Management
The proposed solution must have the ability to interface with the following ESB systems in addition to the external NEMO, TSO & ECC interfaces:
• Aligne (or equivalent) – ETRM system
• SAP – Finance System
ESB is seeking a single Software as a Service (SaaS) based platform to cater for all I-SEM markets that include as standard:
• Out of the Box functionality that will manage automated market message interactions for I-SEM between ESB and the NEMO, TSO, & ECC Clearing House platforms
• High availability on a 24/7 basis
• Platform license that includes ongoing maintenance of the I-SEM interfaces and rules configuration as these updated by the market.
ESB will also require implementation services to configure the solution to ESB specific requirements i.e. Units, Reports, Screens etc. and integrate the solution to internal ESB systems. During the contract period there may be further implementation phases to cater for ESB requirements.
Please note, if the principal contractor is not the supplier of the product, ESB retains the right to have annual licence and maintenance contract directly with the product owner.

3) The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers.

6) If for any reason it is not possible to admit to the framework agreement one or more of the tenderers invited following the conclusion of this competitive process, or having awarded a contract under the framework agreement, the contracting entity reserves the right to invite the next highest scoring tenderer to join the framework agreement and/or deliver the contract as appropriate to the circumstances pertaining to the framework.
7) At its absolute discretion, the contracting entity may elect to terminate this procurement process, the framework agreement or any contract awarded under the framework agreement at any time.
8) Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. In all such cases it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words "or equivalent" will always be appended.
9) Without prejudice to the principle of equal treatment, the contracting entity is not obliged to engage in a clarification process in respect of questionnaires with missing or incomplete information. Therefore, candidates are advised to ensure that they return fully completed questionnaires in order to avoid the risk of elimination from the competition.
