The Residential Tenancies Board invites expressions of interest to be considered for participation in a competitive dialogue procedure for the award of a single party framework agreement. The framework relates to providers who have access to a minimum of two data centres located within the European Economic Area (EEA) and which are subject to the provisions of EU law in relation to data storage and transmission and where the data centres that have been certified to ISO 27001 or similar. The services under the framework relate to hosting, managed service and migration.

Description of the procurement

The Residential Tenancies Board invites expressions of interest to be considered for participation in a competitive dialogue procedure for the award of a single party framework agreement. The framework relates to providers who have access to a minimum of two data centres located within the European Economic Area (EEA) and which are subject to the provisions of EU law in relation to data storage and transmission and where the data centres that have been certified to ISO 27001 or similar. The services under the framework include:
* Provision of a managed hosting service for all of RTB’s current (and
potentially future) suite of applications including provision and management of all
licencing other than RTB specific applications software licences.
* Provision of a managed support service for the cloud hosted RTB suite of
applications (including any residual on-site infrastructure footprint and
desktop/laptop estate) including management of operational relationship of other
third party suppliers.
* Provision of a project management service to support and deliver migration
and related projects associated with the above ensuring that the projects are
implemented in a timely, efficient and cost effective manner.
* Provision of a mechanism, based on daily rates, to instigate necessary
change, enhancement, improvements etc. to the infrastructure (virtual and
physical) to support the needs of the organisation into the future for the duration
of the framework.

3) The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers.
4) Contract award will be subject to the approval of the competent authorities.
5) It will be a condition of award that tenderers are tax compliant.
6) If for any reason it is not possible to admit to the framework agreement one or more of the tenderers invited following the conclusion of this competitive process, or having awarded a contract under the framework agreement the appointed service provider fails to meet their obligations, the contracting authority reserves the right to invite the next highest scoring tenderer to join the framework agreement and deliver the contract as appropriate to the circumstances pertaining to the framework.
7) At its absolute discretion, the contracting authority may elect to terminate this procurement process, the framework agreement or any contract awarded under the framework agreement at any time.
8) Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. In all such cases it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words "or equivalent" will always be appended.
9) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of questionnaires with missing or incomplete information. Therefore, candidates are advised to ensure that they return fully completed responses in order to avoid the risk of elimination from the competition.
