The maximum cumulative value of all call-off contracts under the framework will
be approximately EUR 3,500,000 (ex. VAT) over the lifetime of the framework.
This competition replaces a previous competition which has now been cancelled - RFT ID 105173 published on 12 May 2016 on eTenders and the OJEU (2016/S92-164179).

Description of the procurement

City of Dublin Education and Training Board invites tenders for the provision of
services related to the design, development, implementation and support of an
Integrated Grants Processing System. It is expected that the significant
components to this engagement will be:
The design, development and implementation of an Integrated Grants
Processing System; The ongoing support and maintenance of the Integrated
Grants Processing System; Future development of the system based on
legislative, policy or budgetary changes; It is expected that the new Integrated
Grants Processing System will replace all existing systems currently in use.
The maximum cumulative value of all call-off contracts under the 4 year
framework will be approximately Eur 3,500,000 (ex. VAT) over the lifetime of the
framework.
This competition replaces a previous competition which has now been cancelled
(RFT ID 105173) 12th May 2016 on eTenders and the OJEU (2016/S92-
164179).

Justification:  
The previous competition under the open procedure initiated in May 2016 revealed that amendments are required to the tender documentation, best dealt with by initiating a new procurement in order to achieve best value for money. Since the contracting authority is under considerable time pressure to conclude the framework agreement and award a contract urgency is being invoked on this occasion.
