Iarnród Éireann (IÉ) is seeking a cost effective method of monitoring fuel intake, fuel volume on board, GPS position and providing the information electronically, in real time, to a computer based recording and analysis system.
It is envisaged that the equipment will be fitted by IÉ to the locomotive fleet (up to 55 vehicles) initially and to the 2600 & 2800 elements of the D.M.U. fleet (37 vehicles).
Further expansion to the entire fleet could happen at a future date and it is intended, subject to securing price levels in the future, to use the same equipment types selected herein. Data collection, transmission, storage and analysis (Hosting) costs for 10 years forms part of this enquiry.

Description of the procurement

Iarnród Éireann (IÉ) is seeking to establish a single party framework agreement to provide a cost effective method of monitoring fuel intake, fuel volume on board, GPS position and providing the information electronically, in real time, to a computer based recording and analysis system.

Objective criteria for choosing the limited number of candidates:
Iarnród Éireann (IÉ) do not know at this stage of the process the quantity or quality of PQQ submissions that it will receive in response to this call for competition.
IÉ are seeking to engage with companies who have previously undertaken work of a similar nature on rolling stock and who will utilise proven hardware with minimal design work required to transfer the product to the IÉ rolling stock fleet.
It is therefore hoped that, if required, a shortlist of the most suitable candidates will be selected from the submissions received when scored against the advertised selection criteria which will be published in the PQQ which will be issued to all companies who express an interest in participating.

Description of options:
This call for competition will establish a single party framework agreement.
The first call-off, which will also establish the framework agreement, will cover the locomotive fleet (Up to 55 vehicles) initially and to the 2600 & 2800 elements of the D.M.U. fleet (37 vehicles).
Future call-offs may be required to cover the 29000 Fleet (Up to 116 cars) and the 2700 Fleet (Up to 27 cars).
IÉ, subject to funding and fleet development over the life of the framework agreement, may require further call-offs which cannot be quantified at this moment in time.
