Description of the procurement
Request for Tenders for the provision of Research, Design and Media Buy
Services (Public awareness and customer switching campaign in retail banking
markets). In Summary, the services sought are as follows:
Conduct research and produce a report on the findings of same in relation to
current barriers for retail banking customers in the Irish market switching
financial products and providers. This research should guide campaign delivery
and should analyse the most effective methods of raising public awareness of
the options available to consumers; Develop a strategy and action plan based
on research undertaken to address the barriers that relate to consumer
awareness, lack of information and reluctance to switch provider or product;
Coordinate with relevant stakeholders; Implement this strategy including matters
such as creating whatever materials and media campaigns are considered by
the tenderer, with the agreement of the Contracting Authority, to be the most
effective means of communicating with the public and raising public awareness;
Measure and analyse the success of the public awareness campaign and
campaign to promote customer switching qualitatively and quantitatively; Monitor
and review the effectiveness of the strategy on an ongoing basis with regular
reports to the Contracting Authority; Adapt and refine the strategy as a result of
monitoring and reviews as necessary to ensure ongoing effectiveness of the
process with the approval of the Contracting Authority; and Present a final
evaluation report to the Contracting Authority on the overall project.
