Description of the procurement

ESB seeks to procure Communications and Data Collection services to meet the requirements of the Commission for Energy Regulation’s (CER) National Smart Metering Programme (NSMP). The successful Tenderer will be referred to as the Communications and Data Services Provider (CDSP). This contract will require the provision of communication and data collection services capable of supporting up to 2.3 million Smart Electricity Meters and up to 0.6 million Smart Gas Meters, or ‘ Smart Meters’, covering the entirety of the Republic of Ireland.
In support of this, the following specific requirements should be noted:
1. The CDSP shall be required to build a secure technical solution capable of providing
o The daily collection and provision of (half-hourly) data to the market, for the Smart Meter population indicated above
o A remote Smart Meter management capability
o The integration of the CDSP technical solution to Smart Meters as well as all other applicable communications and IT infrastructure
o All necessary support to ESB and other associated parties involved in the deployment of the solution across the geographies in scope
o Smart Meter communications module design and provision
o A testing service and test facilities
2. The CDSP shall be required to operate, support and maintain the CDSP solution and the associated services indicated below:
o In-Home Data channel and support
o Communications module services support
o Data collection services and operations
o Service management capability to comply with Service Level Agreement (SLA) criteria
o Smart Meter operations and command transport services
o Provision of support and services to maintain the interoperability of the Smart Meter Solution for the duration of the contract
o Any and all other services that may be required in addition to the above to provide a fully functional CDSP
Each key service outlined above will be explored in more detail in the PQQ.

In the case of framework agreements, provide justification for any duration exceeding 8 years:  The CDSP contract covers the infrastructure element of the National Smart Metering Programme (NSMP) led by the CER. It is understood that the NSMP lifetime is 15 years. The ESB Smart Metering project is working on the basis of minimising risk, in line with goals and objectives of the programme and utility company operating strategies.
