Short description
Iarnród Éireann (IÉ) are seeking to award a long term contract, to a single entity, for the supply of replacement rolling stock wheels and axles.
This strategic contract will cover a variety of different fleet types and will require a focused and tailored contract management solution from the successful tenderer.
All safety critical components supplied will be required to fulfil the requirements of EN13261 or EN13262. IÉ require that the successful contractor to be qualified and capable of providing wheel pan, axle and wheel-set technical support.
Due to the strategic nature of the supply contract, ensuring continuity of supply and meeting agreed delivery schedules will be of paramount importance. To manage this process, the successful contractor will be required to hold black stocks of both wheels and axles. IÉ also require that companies participating in the process can demonstrate that they also have the capabilities and experience in producing complete wheel-set assemblies.

Description of the procurement
Iarnród Éireann (IÉ) are seeking to award a long term contract, to a single entity, for the purchase/supply of replacement rolling stock wheels and axles.
This strategic contract will cover a variety of different fleet types and will require a focused and tailored contract management solution from the successful tenderer.
All safety critical components supplied will be required to fulfil the requirements of EN13261 or EN13262.
Historical analysis of requirements estimate that, per annum, IÉ will have a requirement for in the region of 1300 wheel units split across as many as 9 different wheel types; and a requirement for in the region of 300 axle units split across as many as 14 different axle types.
All products will be delivered to Inchicore Works, Dublin 8, Republic of Ireland.
Price is not the only award criterion and all criteria are stated only in the procurement documents

This contract will be awarded for an initial period of 5 years. There will be an option to extend this 5 year term up to a maximum of 7 years.
If no extension options are exersized, this tender will be re-advertised in 2021.
If all extension options are exersized, this tender will be re-advertised in 2023.

Objective criteria for choosing the limited number of candidates:
The supply of rolling stock wheels and axles are deemed to be safety critical products which are subject to stringent regulatory controls and procedures.
Due to the highly technical nature of the supply contract, it may be impractical to invite all companies who submit a pre-qualification questionnaire to tender.
IÉ do not know at this stage the quantity or quality of the pre-qualification submissions it will receive following placement of this call for competition.
IÉ do however envisage, subject to the above, that in the region of 5 companies may be invited to tender.
