Water Network Management Services and Works

Irish Water wishes to appoint a number of Contractors to assist in achieving its
network improvement targets through targeted capital works. The extent of the
scope of the programme is to support the provision of efficient water services
capital investment.
The Contracting Entity wishes to appoint a number of Contractors whose responsibilities will include the provision of the required capital works and services associated with the following;
• Services and works associated with rehabilitating water mains and associated services to existing potable water mains;
• Services and works associated with regularising irregular service connections and leak repair works including, but not limited to, Lead Service Replacement, Shared Services, Mixed Use Services, Backyard Services, customer/private side leaks;
• Services and works associated with setting up new district meter areas and/or modifying existing district meter areas, including pre-installation surveys, installation of flow meters, valves, pressure management options, ducts for telemetry and post survey installation to confirm operating District Meter Area (DMA).
• Services and works associated with planned diversions of existing infrastructure to enable third party works;
• Services and works associated with the installation of Meters up to DN40 in size with automatic meter reading capability, including installation of appropriate boundary boxes/chambers and associated works in which to locate such meters;
• Provision (anticipated to be through frameworks established by the Contracting Entity) of all boundary boxes, PE pipe, PE fittings, water meters with radio units and Ductile Iron Pipe, Fittings, Valves and Couplers.
An initial period of four (4) years with 2 options to extend for a period of 12 months annually (up to six (6) years in total).

Requests to participate may be submitted by single entities or by groups of service providers. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may if Ervia considers it necessary to ensure that the contract is carried out to its satisfaction, be required to do so prior to award of the contract. Ervia also reserves the right to contract with each member of the group on the basis of joint and several liability, or with one member of the group as a main contractor with a number of sub-contractors or on any other basis as Bord Gáis considers appropriate.
If any of the conditions set out in Regulation 53(1) of The European Communities (Award of Public Authorities Contract) Regulations apply to the applicant, the applicant will be excluded from the competition.

A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of The Shared Services Procurement Manager to tenders@ervia.ie
The Questionnaire will cover the financial, economic and technical capacity of candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 12.00hrs Monday 23rd May 2016. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure.
