Trade Consultancy and Business Administration Support Services in Nigeria

Enterprise Ireland invites expressions of interest to be considered for a tender to
provide Trade Consultancy and Business Administration Support Services in
Nigeria.
Enterprise Ireland opened its first office in Africa in Johannesburg – South Africa
in February 2012 and this office is responsible for development of our services to
our clients for the South Africa market. To further develop our capability in West
Africa, Enterprise Ireland wishes to appoint a Trade Consultant based in Lagos,
Nigeria. Reporting to our Johannesburg office, this Trade Consultant
(Representative) will play a KEY role in further developing a pro-active market
strategy for Nigeria involving individual company assistance as well as
contributing to a number of sectoral projects in identified growth sectors.
To formally and pro-actively plan towards the exploitation of the market
opportunities in the Nigerian market Enterprise Ireland is proposing to award a
contract for one year, with the option to extend annually for an up to 3 year
period, subject to satisfactory performance, business needs and budgetary
constraints, for the provision of in-market Trade Consultancy service including
the provision of a virtual office and hot desk facilities in Lagos, Nigeria.
The key tasks associated with this contract are listed below:
Market Research – Individual client research;
Arranging Appointments and Meetings;
Group Projects;
Support for Market Visits;
Business Support Services;
Hot Desk Facilities;
Handling General Enquiries.

Services as described in the questionnaire for client companies of Enterprise Ireland targeting the Nigerian market. A one year contract with the option to extend for 2 additional years.

At least 5 firms will be invited to the next stage of the tender process, on foot of assessment of responses to the qualification questionnaire and subject to that number meeting the minimum criteria and rules.

1) Interested parties must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications. All information relating to attachments, including clarifications and changes, will be published on the Irish Government Procurement Opportunities Portal (www.etenders.gov.ie) only. Registration is free of charge. The contracting authority will not accept responsibility for information relayed (or not relayed) via third parties
2) This is the sole call for competition for this service.
3) The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers.
4) Contract award will be subject to the approval of the competent authorities.
5) It will be a condition of award that candidates are tax compliant and are in a position to produce a valid tax clearance certificate from the Revenue Commissioners when requested.
6) If for any reason it is not possible to award the contract to the chosen tenderer or the tenderer fails to deliver the services in accordance with the terms and conditions, the contracting authority reserves the right to award the contract to the next highest scoring tenderer without reopening competition.
7) At its absolute discretion, the contracting authority may elect to terminate this procurement process and any contract awarded.
8) Please note that responses must be submitted via www.etenders.gov.ie only. It is the responsibility of suppliers to register on the website and familiarise themselves with the submission process.
9) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of questionnaires with missing or incomplete information. Therefore, candidates are advised to ensure that they return fully completed questionnaires in order to avoid the risk of elimination from the competition.
10) This notice is being published on a voluntary basis in the OJEU as the contract is for a service which is a non-priority service (Annex IIB) and therefore not subject to the full rigours of the public procurement directive (2004/18/EC). As this contract will be awarded after April 18, 2016 the same rules apply to the services as defined under the applicable directive at that time 2014/24/EU.
