    Total quantity or scope:

    Irish Water is tendering to establish multi-supplier framework agreements for the provision of Sludge and Waste Management Services to Irish Water.

    These services will be sub-divided into six (6) separate Lots, described below as Lot 1, Lot 2, Lot 3, Lot 4, Lot 5 and Lot 6.

    Applicants may apply for one, some or all Lots.

    For Lots 1, 2 & 4 the successful tenderers may be allocated as “preferred supplier” for a Local Authority Area on the basis of their tenders and there may be a limit on the number of Local Authority Areas for which a single supplier achieves preferred supplier status.

    For Lots 1, 2 and 4 Applicants are invited to specify the Local Authorities for which they want to pre-qualify in relation to each of these Lots.

    Applicants may only pre-qualify for Local Authorities for which they have indicated that they can provide the services.

    For Lot 3 there will be Multi Supplier Framework for each Local Authority for the service requirements.

    For Lot 3 applicants are invited to specify the Local Authorities for which they want to pre-qualify in relation to each of these Lots.

    Applicants may only pre-qualify for Local Authorities for which they have indicated that they can provide the services.

    For Lots 5 & 6 there will be a National Supplier Framework for the service requirements.

    It is anticipated that Irish Water will enter into separate framework agreements for each of the following Lots:-

    1) Lot 1 – Provision of Waste Water Treatment Sludge Management Services.

    2) Lot 2 – Provision of Water Treatment Sludge Management Services.

    3) Lot 3 – Provision of Transport and Haulage of Sludge.

    4) Lot 4 – Provision of Waste (screenings and grit, commercial and recycling waste) Management Services.

    5) Lot 5 – Provision of Hazardous waste disposal services (National basis).

    6) Lot 6 – Provision of Hire of Equipment and Operational Services (e.g. belt press or centrifuge hire) (National basis).

    • Regulatory compliant treatment of sludge from licenced/approved WwTP’s within the tendered Local Authority.

    • Disposal of treated sludge, at a licenced and approved treatment facility or landbank facility that supports cradle to grave sludge management practice.

    • Recovery of treated sludge where appropriate.

    • Provision of Approved Nutrient Management Plans, cleaning of relevant plant, temporary storage, additional plant hires, progress reports, odour and pollution management plans etc.

    • Compliance with the Framework Agreement, relevant EPA, Statutory, Planning & Site Safety requirements. Compliance with all relevant Safety, Health and Welfare at work legislation and relevant contracting authority safety statements.

    • Regular/intermittent hire of dewatering equipment for wastewater and water sludge, including transport to and from the site, set up on site, installation, commissioning, maintenance during operation, dismantling and making good the condition of any plants where services are supplied to.

    • The equipment shall be furnished with all necessary accessory equipment and auxiliaries, and shall be delivered to the site by the Contractor.

    • Provision of suitably qualified personnel to operate the dewatering and other equipment if required.

    • Provision of all repairs and maintenance, including parts and labour.

    • Applicant will take on the role of PSDP, PSCS, Contractor and designer, where required to do so.

    • Provision of making good the condition of any plants where services are supplied to.

    • Compliance with the Framework Agreement, relevant EPA, Statutory, Planning and Site Safety requirements. Compliance with all relevant Safety, Health and Welfare at work legislation and relevant contracting authority safety statements.

    Requests to participate may be submitted by single entities or by groups of service providers. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may if Ervia considers it necessary to ensure that the contract is carried out to its satisfaction, be required to do so prior to award of the contract. Ervia also reserves the right to contract with each member of the group on the basis of joint and several liability, or with one member of the group as a main contractor with a number of sub-contractors or on any other basis as Ervia considers appropriate.

    A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of The Shared Services Procurement Manager to tenders@ervia.ie

    The Questionnaire will cover the financial, economic and technical capacity of candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 12.00hrs Thursday 28th April 2016. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure.
