    II.2.1)

    Total quantity or scope:

    A Multi-Supplier Framework Agreement for the manufacturing and supply of PE Pipe, Fittings and Valves for Ervia for and on behalf of Gas Networks Ireland and Irish Water.

    All Applicants to note; in order to pre-qualify they must be able to demonstrate that they can fulfil the requirements for both Gas and Water for the specific lots being applied for.

    It is envisaged that the scope of products and services of the initial Contract to be drawn-down under the Framework Agreement will be , but not limited to; PE pipes, fittings and valves to gas , water and waste water and will cover the following:

    *Standards (subject to change):

    • Gas - as per I.S. EN 1555 and ISO 4437 or equivalent; and

    • Water/Sewage - as per I.S. EN 12201.

    *Indicative Diameter Range (Subject to change):

    • PE pipe, fittings and valves ranging in size from small diameter 20mm to large diameter 500 mm pipe and fittings.

    *Indicative Pipe Specification/Types (Subject to change):

    • Solid wall pipe;

    • Coextruded pipe;

    • Peelable pipe; and

    • PE pressure pipe with an aluminium barrier layer.

    *Indicative Pressure Range & Pipe Materials (Subject to change) :

    *Colour

    Gas:

    • solid yellow or

    • solid orange or

    • orange with brown stripes or orange with black stripes or

    • yellow with brown stripes or yellow with black stripes

    Water:

    • Potable Water Pipe – Solid Blue

    • Sewer Pipe – Black with brown stripes

    Please note: pipes that do not comply with the outlined colours will not be acceptable

    The proposed supply requirements are to be divided into four (4) separate lots as detailed below:

    • Lot 1 (PE Pipe › or equal 125mm) – Manufacture and supply of PE pipe to gas, water and waste water.

    • Lot 2 (PE Pipe ‹ 125mm) Manufacture and supply of PE pipe to gas, water and waste water.

    • Lot 3 (PE Fittings) – Manufacture and/or supply Supply of PE Fittings to gas, water and waste water. These include but are not limited to PE; caps, couplings, elbows, equal tees, flange adaptors, reducers, tee branch saddles, tees, tapping tees, G clamp adaptors, multi tap tees, branch saddles, bends, unequal tees and end caps.

    • Lot 4 (PE ball valves) – Manufacture and/or supply of PE Valves gas, water and waste water. These include but not limited to valves ranging in size from small diameter 20mm to larger diameters up to 315 mm.

    Please note: Lots 1 & 2 relate to manufacture and supply requirements. Lots 3 & 4 relate to manufacture and/or supply requirements.

    Requests to participate may be submitted by single entities or by groups of service providers. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may if Ervia considers it necessary to ensure that the contract is carried out to its satisfaction, be required to do so prior to award of the contract. Ervia also reserves the right to contract with each member of the group on the basis of joint and several liability, or with one member of the group as a main contractor with a number of sub-contractors or on any other basis as Ervia considers appropriate.

    A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of The Shared Services Procurement Manager to tenders@ervia.ie.

    The Questionnaire will cover the financial, economic and technical capacity of candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 12.00hrs Friday 22nd April 2016. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure.
