Direct Marketing Services, both Online and Offline, in the United States Market

The New York, US Market Office office of Tourism Ireland wishes to appoint a Direct Marketing Agency to a single-party framework agreement for online and offline direct marketing services in the United States. The Contract Period will be for two (2) years, with option to extend annually for up to an additional two (2) years subject to budget and annual performance review, and other factors. It is anticipated that work under the Framework Agreement will commence in January 2017. It is a requirement that the successful supplier has an operational base in the US and can operate to US Eastern Standard Time.

Email Direct Marketing (EDM) Services may vary depending on the project. The services required from the successful supplier will be predominately digital in nature. It is envisaged that the EDM services required will be project or scheme specific depending on the issue or objective involved.
It is a requirement that the successful supplier has an operational base in the US and can operate to US Eastern Standard Time.
The successful provider may be required to provide a bank guarantee and/or performance bond at contract stage. Further details are to be provided to shortlisted candidates in the Invitation to Tender documents.

A grouping if successful must contract as a single entity, having joint and several liability.
(1) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.
(1) All candidates will be required to provide a reference from their bank.
(2) All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.
(3) All candidates will be required to provide statements of accounts or extracts from those accounts relating to their business.

Applicants must demonstrate that they have the necessary experience in managing and executing similar direct marketing services, both online and offline, by providing:
EXPERIENCE IN HANDLING CONTRACTS OF A SIMILAR SIZE AND NATURE:
Details of creative development and execution of a previous consumer email marketing campaign completed in the last two (2) years including a description of the project, delivery timeframes, services provided, integrated campaigns, data management, metrics and measurement, business outcomes, samples of completed work, client list, data sources, and, names, position and contact details of referees in each instance. This campaign must show how the supplier’s capability and fully demonstrate a competency and knowledge of the digital landscape, and must have been executed in the United States Market.
RELEVANT EXPERIENCE, QUALIFICATIONS AND SKILLS
Details of relevant experience of the team/personnel who will be involved in the provision of Direct Marketing services to Tourism Ireland (role, number of years experience in similar role, similar projects worked on, area of expertise), providing CV’s for each member of the team.

Capacity to fulfil requirements on a variety of scales from niche projects to large scale campaigns

Duration of the Framework Agreement: It is anticipated that the Framework Agreement will commence during May 2012 for a period of two years with an option at the sole discretion of Tourism Ireland to extend annually for up to a further 2 years.
This is the first stage in a two-stage restricted procedure. Following evaluation of Requests to Participate received, a minimum of five shortlisted candidates will be invited to submit a detailed tender proposal.
Tourism Ireland requires all Requests to Participate to adopt a standard, prescribed format. The Request to Participate document setting out this required format is available on www.etenders.gov.ie. Requests to Participate (5 copies plus 1 soft copy ) must be delivered in a sealed envelope to the delivery address by the deadline detailed in this Contract Notice. Tourism Ireland will not accept or consider Requests to Participate delivered after this deadline.
Tourism Ireland will not accept responsibility for Requests to Participate that are lost or damaged in the post.
Membership of the Framework Agreement will not of itself confer any rights upon the candidate admitted to the Agreement in respect of the award of any contract at any stage during the life of the Framework Agreement.
Tourism Ireland will not be responsible for costs, charges or expenses incurred by applicants, whether or not a final contract is awarded.
Tourism Ireland is subject to the provisions of the Code of Practice on Freedom of Information for North South Implementation Bodies and Tourism Ireland, which is available on Tourism Ireland‘s website.
The contract will be subject to Irish law.
Tourism Ireland reserves the right without advance notice (and without giving reasons unless so required by law and without liability to the applicants) to amend or otherwise change the process or to terminate the process.
