    Expressions of interest are invited from suitably experienced firms who wish to be

    considered for inclusion for consideration for a one-off contract to assist the

    Planning and Building Unit of the Department of Education and Skills (DES) with

    its Site Acquisition Programme.

    The Department of Education and Skills is currently engaged in delivering a 6

    year school building programme. Many of the schools included in this plan will

    require new sites. In addition new sites will be required for other new schools

    announced to open in the coming years.

    Expressions of interest are invited from suitably experienced firms who wish to be considered for inclusion for consideration for a one-off contract to assist the Planning and Building Unit of the Department of Education and Skills (DES) with its Site Acquisition Programme.

    The Department of Education and Skills is currently engaged in delivering a 6 year school building programme. Many of the schools included in this plan will require new sites. In addition new sites will be required for other new schools announced to open in the coming years.

    Where new school sites are required, the DES works closely with local authorities, other state agencies and stakeholders in the site acquisition process. The Planning and Building Unit of the DES comprises administrative and professional & technical staff. Negotiations regarding site acquisitions are primarily overseen by administrative staff while the professional & technical staff provide a range of professional advice with regard to technical site feasibility.

    It is proposed to place a contract for a specific number of site acquisitions for a minimum of 10 acquisitions and maximum of 20 acquisitions over the duration of this contract. This will entail per acquisition the identification of multiple potential sites and comparative analysis to arrive at the preferred site.

    Additional or alternative site acquisitions of a similar nature, and in disparate geographical locations, may be added under this contract.

    On the basis of this PQQ and applying the selection criteria set out in Section 12 of Attached PQQ, the Client will shortlist 5 applicants who meet the minimum criteria as stated in the PQQ document.

    On conclusion of the Prequalification Stage process, the successful 5 applicants will be invited to submit tenders under Secondary stage (ITT), and the successful tenderer will be chosen on the basis of the application of the award criteria that will be set out in the Invitation to participate under Secondary stage (ITT) of this restricted procedure.

    Complete and sign Pre-Qualification Questionnaire (PQQ) Appointment for services of Acquisition Manager for School Sites 2016-2018. with all the required documents as stated in the questionnaire.
