Framework agreement for the provision of ecological technical support

The EPA is establishing a multi operator framework agreement for the
procurement of ecological technical support over a period of 4 years.
This technical support is essential to enable the Agency to meet it’s new
obligations under the Water Policy Regulations (SI 722 of 2003) as amended in
2014 (SI 350 of 2014).
In particular, the Ecological Monitoring & Assessment Unit within the Office of
Environmental Assessment (OEA) requires ecological expertise to assist in a
wide range of tasks including;
• design and implementation of the surface water monitoring programme
(rivers, lakes, transitional and coastal waters),
• environmental data management and assessment,
• environmental reporting,
• environmental risk assessment,
• establishing an evidence base to support the development of environmental
quality standards,
• intercalibration of ecological monitoring tools
The title of the framework agreement is “Agreement for the Provision of
Ecological Technical Support”. It is divided into the following two (2) Lots:
LOT TITLE
1 Freshwater ecological support,
2 Marine ecological support,
The framework agreement has a term of four years and comprises a separate
framework for each lot.
The tenders will be evaluated separately in respect of each lot, both in terms of
the eligibility criteria and the Award Criteria in Section 6.2.
Tenderers should quote for both junior and senior level ecologists. Junior levels
will have between three and five years relevant experience and Senior levels will
have greater than five years relevant experience as defined in the relevant role
profiles.
Tenderers can apply for admission for one or more lots (Lot 1 – Freshwater
ecologists (Junior and Senior). Lot 2 – Marine ecologists (Junior and Senior)). In
each case tenderers will be required to provide evidence of the necessary
experience and expertise. Evaluation of tenders will be on the basis set out in
Section 6.2.
