Integrated Programme and Project Management Service Provider to the Regulatory Authorities for the DS3 and I-SEM Projects
Dublin and Belfast
The all-island Single Electricity Market (SEM) is regulated jointly by the Commission for Energy Regulation (CER) in Dublin and the Northern Ireland
Authority for Utility Regulation (or Utility Regulator) in Belfast, known as the
Regulatory Authorities or RAs. The decision making body which governs the
market is the SEM Committee (SEMC), consisting of the CER, the Utility
Regulator as well as an independent member (who also has a deputy), with each
entity having one vote.
The RAs now invites tenders for Integrated Programme and Project Management Services to the Regulatory Authorities for the Integrated SEM (I-SEM) and DS3
System Services projects. This includes the provision of a centralised programme
management office to support the delivery and governance of both the I-SEM and DS3 projects in accordance with recognised project management standards (
(PMBOK, Prince2 or equivalent) and the existing governance arrangements for
the projects. This includes schedule, scope, quality, change, risk, issue, project
stakeholder engagement and communication management and project
governance. To ensure policy/scope consistency across both project and work
streams under each project, the tender also includes the provision of a
Centralised Design Authority.
The support required for the above service has been divided into two separate
elements or Lots. Specifically, parties are invited to tender separately for:
Lot 1 - Centralised Programme Management Function, and Lot 2 - Centralised
Design Authority Function.

It should be noted that this Request for Tenders (RFT) has been divided into two Lots. Tenderers can submit proposals for:
a. only Lot 1;
b. only Lot 2;
or c. both Lot 1 and Lot 2;
Tender prices must be submitted in both EUR and Pound Sterling.
Rates quoted in Euro will be used for the comparison between the applicants.
Applicants should note that the Commission and the Authority will bear the costs of the consultancy in the proportions: 50% to the Commission and 50% to the Authority.
All fees and expenses shall have to be invoiced separately to the Commission and the Authority in these proportions.
All invoices issued to the Commission will be in Euro and subject to Irish VAT and Withholding Tax.
All invoices issued to the Authority will be in Sterling and subject to Northern Ireland VAT.
The liability of the Commission and the Authority for the payment of all fees and expenses shall be severable, not joint and severable. On no account will either the Commission or the Authority be accountable for any fees and expenses incurred by the other.
Milestone Payment Schedule: A milestone payment schedule will be agreed between the RAs and the successful tenderer for each of Lot 1 and Lot 2 and will be finalised in the Services Agreement signed with the preferred tenderer(s).
A grouping, if successful, must contract as a single entity, having joint and severable liability.
All tenderers are required to complete a Declaration of Bona Fides pursuant to Article 45 EU Directive 2001/1/EC (See Appendix B of Request for Tender)
