Letterkenny Regional Water Supply Scheme including Creeslough WTP, Contract No.1 - Letterkenny and Creeslough Water Treatment Plants, Design Build Operate Contract

Irish Water plan to undertake the development of two Water Treatment Plants
(WTPs) together with associated works as part of the Letterkenny Regional Water
Supply Scheme including Creeslough Water Treatment Plant.
It is intended that the works will be implemented under a Design, Build and
Operate (“DBO”) Contract.
The contract consists of the design, construction, commissioning, testing, operation and maintenance of the water treatment plants together with site development and ancillary works together with associated pipelines as follows:
Design-Build:
Letterkenny Water Treatment Plant
The proposed Letterkenny Water Treatment Plant (WTP) is to be located on a greenfield site at Goldrum and will have a capacity of 9,000m3/day (500 m3/hr). The proposed development includes the construction of the following works;
• Upgrading Works at the existing Lough Greenan and Lough Keel Pumping Stations
• New Raw Water Rising Main from Lough Keel to a new Water Treatment Plant at Goldrum to replace existing Asbestos Cement Raw Water Rising Main
• New Water Treatment Building including chemical storage and administration area
• New Raw Water Blending Tank
• New Sludge Dewatering Facility including Sludge Dewatering Building, sludge balancing tank, thickening tanks, sludge holding tank and sludge acceptance facility
• New Clear Water Tank
• New ESB Sub-Station
• New Generator Shed (Enclosure)
• Associated site development and other ancillary works
Creeslough Water Treatment Plant:
The proposed Creeslough WTP is to be located on a greenfield site adjacent to the existing WTP site and will have a capacity of 2,500 m3/day (139m3/hr). The proposed development includes the construction of the following works;
• New Water Treatment Building including treatment units, chemical storage and administration area
• New Raw Water Blending Tank
• New Clear Water Storage Tank
• New Low Lift Pumping Station (Treated Water)
• New Sludge treatment facility including Sludge Balancing Tank, Sludge Thickening Tank and Sludge Holding Tank
• New Washwater Recovery Tank
• Associated site and ancillary works
Operation Service:
• Operation and maintenance of the works, from the existing intakes to the outlet of the plants, for a minimum period of 1 year with the option to extend for a further period of up to 3 years at the sole discretion of the Contracting Entity.
• The operation and maintenance of the works will include the operation and maintenance of the water treatment plant together with associated works and may include the operation of outlying pumping stations and raw water intake facilities. Full details will be provided in the ITT.

Requests to participate may be submitted by single entities or by groups of service providers. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may if Ervia considers it necessary to ensure that the contract is carried out to its satisfaction, be required to do so prior to award of the contract. Ervia also reserves the right to contract with each member of the group on the basis of joint and several liability, or with one member of the group as a main contractor with a number of sub-contractors or on any other basis as Ervia considers appropriate.
If any of the conditions set out in Regulation 53(1) of The European Communities (Award of Public Authorities Contract) Regulations apply to the applicant, the applicant will be excluded from the competition.

A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of The Shared Services Procurement Manager to tenders@ervia.ie
The Questionnaire will cover the financial, economic and technical capacity of candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 12.00hrs Monday 29th February 2016. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure.
