Thurles Regional Water Supply Scheme Contract No. 2 – Design Build Operate Water Treatment Plant
Ireland (Mid-West)
Irish Water on behalf of Ervia plan to undertake the development of a Water Treatment Plant (WTP) together with associated works as part of the Thurles Regional Water Supply Scheme Contract No. 2 – Design Build Operate Water Treatment Plant.
The planned works are necessary to ensure compliance with EU Directives, Irish National Standards and Regulations relating to treated water for human consumption.
It is intended that the works will be implemented under a Design, Build and Operate (“DBO”) Contract.
The contracts consists of the design, construction, commissioning, testing, operation and maintenance of the water treatment plant together with intake works, site and ancillary works together with associated pipelines as follows:
Design-Build:
• New Intake and Pumping Station on the River Clodiagh at Rathkennan.
• New Raw Water Rising Main from the River Clodiagh Pumping Station to a new Water Treatment Works at Killeenyarda, Holycross.
• New Intake and Pumping Station on the River Suir at Holycross.
• New Raw Water Rising Main from the River Suir Pumping Station to the new Water Treatment Works at Bohernacrusha, Killeenyarda, Holycross.
• New Water Treatment Works with an output capacity of 8600m3/d at Bohernacrusha including drainage outfall pipe to the River Suir.
• The provision of drinking water pumping plant to deliver treated drinking water via a rising main to the existing service reservoir at Garrynamona, Ballycahill.
• New mechanical and electrical equipment and control systems at the existing Garrynamona reservoir.
• New distribution pipeline on Abbey Road, Thurles
• New distribution pipeline and crossing of Annfield bridge
• Associated site and ancillary works.
Operation Service
• Operation and maintenance of the works, from the proposed intakes to the outlet of Garrynamona reservoir, for a 5 year period with the option to extend for a further period of up to 1 years at the sole discretion of the Contracting Entity.
• The operation and maintenance of the works will include the operation and maintenance of the water treatment plant together with associated works and may include the operation of outlying pumping stations and reservoirs. Full details will be provided in the ITT.
Further details of the scope of works and phasing of the works are included in the Pre-Qualification Questionnaire.
One option to extend for a period of twelve months.
Requests to participate may be submitted by single entities or by groups of service providers. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may if Ervia considers it necessary to ensure that the contract is carried out to its satisfaction, be required to do so prior to award of the contract. Ervia also reserves the right to contract with each member of the group on the basis of joint and several liability, or with one member of the group as a main contractor with a number of sub-contractors or on any other basis as Ervia considers appropriate.
If any of the conditions set out in Regulation 53(1) of The European Communities (Award of Public Authorities Contract) Regulations apply to the applicant, the applicant will be excluded from the competition.

A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of The Shared Services Procurement Manager to tenders@ervia.ie
The Questionnaire will cover the financial, economic and technical capacity of candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 12.00hrs Tuesday 16th February 2016. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure.
