Haulbowline Island East Tip Remediation Project, Cork Harbour, Ireland

The Haulbowline East-Tip is located in Cork Harbour Ireland and is
approximately 9ha in size. On the North, South and East it is bordered by the
Cork Harbour Waters and on the West it is bordered by lands under the control
of the Irish Naval Services. The Haulbowline Island East Tip Remediation Project
is to be executed under a Design-Build Contract. The project is to be executed
under the following regulatory consents:
- Planning Consent: The consent Ref: PL04.MT0001 can be viewed at
www.pleanala.ie
- Waste Licence: The current hazardous facility waste licence (Licence No.
W0289-01) and associated Consents application documentation including EIS,
Natura Impact Statement and Outline Design can be viewed at www.epa.ie
Foreshore Licence granted under Section 3(3) of the Foreshore Act 1933.
The project will include the design and installation of a Perimeter Engineered
Structure (PES) with a maximum permeability 10-5m/s around the perimeter of
the East Tip. The construction is principally in the foreshore area.
Specifically the project will involve the excavation and regrading of the existing
East-Tip landform; the processing of excavated steel slag to achieve an
engineered grade material; the recovery of scrap metal as an inherent part of the
works; and the filling of excavated and processed material in order to create the
formation layer onto which a future capping system will be installed.

The Works Contract will be for the remediation of the East Tip site at Haulbowline Island, Cork Harbour, Ireland. The objective of these works is to remediate the East Tip in an environmentally and financially sustainable manner in compliance with the planning and waste licence conditions while facilitating value engineering through the promotion and implementation of innovative solutions throughout the procurement, design and construction stages.
