15/001 - Regional New Connections Contracts

Irish Water wishes to appoint Regional New Connections Contractors for a duration of three years with two annual options to extend the duration of the
contract by twelve months. The Republic of Ireland will be divided into eight
regional Lots. Each regional Lot will have a single supplier who will complete all
New Connections work in that region.
Irish Water wishes to appoint Regional New Connections Contractors for a duration of three years with two annual options to extend the duration of the contract by twelve months. The contractors will be contracted to carry out new connections work as outlined in the scope of works below in all regions to varying extents.
Irish Water initially intends to allocate works to regional contractors only in areas where the current practice is for the customer to be asked to engage a contractor to carry out the connection works. Therefore the extent of work awarded to a contractor in a region will be largely dictated by the level of new connections work the relevant local authorities historically and currently carry out directly in that region. The appointment of Regional New Connections Contractors is not intended to reduce the involvement of Local Authorities in new connections works.
The Contracting Entity does not make any guarantee in regard to any contract award and/or the volume or value of works to be procured.
Scope of Works
1. The Regional New Connections Contractors will complete all works pertaining to standard new water and wastewater connections where network extensions are not required. These works will be located on public roadways in the majority of cases. The Regional New Connections Contractors will have complete responsibility for civil engineering design and hydraulic design for standard new connections works. The contractors will be required to carry out all connection works in accordance with the Irish Water Code of Practice and Specifications for such works. The contractor may assume the role of both PSDP and PSCS.
Standard Connections will include but will not be restricted to the following;
• New connections for new/existing rural/urban dwellings,
• New agricultural connections,
• New connection works for new/existing housing estates,
• New connection works for new/existing retail/commercial/industrial/institutional premises, and
• New temporary connections.
2. The Regional New Connections Contractors will carry out network extension works where a new connection requires a water main or a foul/combined sewer to be extended/replaced/upsized to facilitate a new connection. These works will be located in public roadways in the majority of cases. The Regional New Connections Contractors will have complete responsibility for civil engineering design and hydraulic design for network extension projects. It is anticipated that the contractors will be supplied with a conceptual design of the proposed network extension works and will be expected to progress the design to detailed design stage with the necessary approvals. The contractors will be required to carry out all connection works in accordance with the Irish Water Code of Practice and Specifications for such works. The contractor may assume the role of both PSDP and PSCS.
3. The Regional New Connections Contractors may be contracted to construct water and waste water infrastructure on privately owned development sites on behalf of Irish Water. The design responsibility for this scope item will be with the developer of the subject site, as opposed to Irish Water or the Regional New Connections Contractor. The contractors will be required to carry out all connection works in accordance with the Irish Water Code of Practice and Specifications for such works.
4. The Regional New Connections Contractors will be contracted to provide connection related services such as;
• Site Investigation Works and Reporting
• Flow and load Surveys
• Topographical Surveys
• Minor water and waste water treatment plant works as required.
• Water main network hydraulic design.
• Gravity and Pressurized Hydraulic Design of foul/combined sewer networks.
• Contaminated Ground Investigation and Reporting
• Temporary Works Design
• Geotechnical Design
• Pumping Station Design and Construction
• C.C.T.V. Surveying and Reporting
• Diversions of water mains and foul/combined sewers.
The contractor will assume the role of both PSDP and PSCS where necessary.
Regions
The Republic of Ireland will be divided into eight regions, which are each a separate Lot. Each region will have a single supplier who will complete new connections work in that regional Lot.
(The regions are in most cases but not all cases as per the Local Authority defined regions)
The eight lots are as follows:
Lot 1 North West - Mayo, Roscommon, Leitrim, Donegal, Sligo.
Lot 2 West - Galway City and County, Clare, Limerick City and County, Tipperary North.
Lot 3 North East - Longford, Monaghan, Louth, Westmeath, Meath, Cavan.
Lot 4 South West - Cork City and County, Kerry.
Lot 5 South East - Tipperary South, Waterford, Wexford, Kilkenny, Carlow.
Lot 6 Dublin City - Dublin City.
Lot 7 Midlands - Laois, Kildare, Offaly, Wicklow.
Lot 8 Dublin County - Dublin County.

Requests to participate may be submitted by single entities or by groups of service providers. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may if Ervia considers it necessary to ensure that the contract is carried out to its satisfaction, be required to do so prior to award of the contract. Ervia also reserves the right to contract with each member of the group on the basis of joint and several liability, or with one member of the group as a main contractor with a number of sub-contractors or on any other basis as Ervia considers appropriate.
If any of the conditions set out in Regulation 53(1) of The European Communities (Award of Public Authorities Contract) Regulations apply to the applicant, the applicant will be excluded from the competition.

Gaeilge
A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of The Shared Services Procurement Manager to tenders@ervia.ie
The Questionnaire will cover the financial, economic and technical capacity of candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 12:00hrs Wednesday 10th February 2016. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure.
