Ringsend Wastewater Treatment Plant Upgrade Project – Capacity Upgrade

The contract consists of the provision of a biological secondary treatment process
(the Works) that will result in the expansion of the existing Ringsend Wastewater
Treatment Works by a Population Equivalent of 400,000.
The Works are located within the existing operational Ringsend WWTP and will
involve substantial interfaces with the existing facilities and the incumbent WWTP
operator. The incumbent WWTP operator will be responsible for undertaking
some works at the interface points.
The outline design (including layout and general arrangement of facilities) for the
Works has been produced by the Contracting Entity’s design consultants. This
anticipates an aerobic granular sludge biological treatment process and the
Contracting Entity has procured the proprietary Nereda® process for this
purpose. It is noted that some of the Nereda® specific equipment may be
procured through a nominated subcontractor.
The Works are to be constructed in a relatively restricted area of 0.8ha, within the
existing operational facility, and the successful tenderer will be required to:
• assume design responsibility for the Contracting Entity’s solution (with the
exception of the biological process),
• complete the design (again, with the exception of the biological process),
• construct and commission the Works, and
• undertake the roles of Project Supervisor Design Process (PSDP) and
Project Supervisor Construction Stage (PSCS)
It is anticipated that the successful tenderer will also be required to assume
responsibility for the operation and maintenance of the Works (Capacity Upgrade)
after the issuing of the commissioning certificate for a minimum period of 6
months. The Contracting Entity also reserves the right to extend this operation
period for up to an additional 3.5 years.
The Contract comprises the construction of a two tier reinforced concrete structure, approximately 50 m by 100 m by 18 m total height, together with associated works and the provision of mechanical, electrical, instrumentation, control and automation process and services equipment.

Requests to participate may be submitted by single entities or by groups of service providers. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may if Ervia considers it necessary to ensure that the contract is carried out to its satisfaction, be required to do so prior to award of the contract. Ervia also reserves the right to contract with each member of the group on the basis of joint and several liability, or with one member of the group as a main contractor with a number of sub-contractors or on any other basis as Ervia considers appropriate.
If any of the conditions set out in Regulation 53(1) of The European Communities (Award of Public Authorities Contract) Regulations apply to the applicant, the applicant will be excluded from the competition.

A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of The Shared Services Procurement Manager to tenders@ervia.ie
The Questionnaire will cover the financial, economic and technical capacity of candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 12:00hrs Thursday 4th February 2016. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure.
