    REF: FCC/65/15 - Contract for vehicle maintenance. This contract relates to the provision of vehicle maintenance services in respect of all three of Fingal County Council’s main operational depots which are located at Watery Lane, Swords; Coolmine Industrial Estate, Dublin 15 and Ballycoolin Business Park, Dublin 15 respectively.

    Fingal County Council invites expressions of interest in relation to a contract for vehicle maintenance services under the restricted procedure as summarised below. The contractor providing the service will establish their maintenance service such that they can meet or exceed the following service levels in respect of all three of Fingal County Council’s main operational depots which are located at Watery Lane, Swords; Coolmine Industrial Estate, Dublin 15 and Ballycoolin Business Park, Dublin 15:

    B Service: Turnaround Time from Receipt of Vehicle – 1 Day

    Vehicle Inspection at Contractor’s Facilities Turnaround Time from Receipt of Vehicle – 4 Hours

    Running Repairs Turnaround Time from Receipt of Vehicle – 1 Hour

    Vehicle Recovery Turnaround Time from time of notification – 2 Hours

    To maximise fleet operational efficiency, Fingal County Council requires their drivers to perform daily checks on the vehicle and drive it to the designated contractor’s repair facility for immediate running repairs. It is vital that tenderers offer a complete and cost effective solution to satisfy Fingal County Council’s particular operational environment whilst meeting the required service levels as set out in the technical specification and exceeding them where possible.

    A number of Fingal County Council owned fleet vehicles will be allocated to the designated contractors to cover “off-road “vehicles.

    The Fingal County Council fleet is approximately 230 vehicles.

    It is anticipated that two separate service providers will be appointed, to be described as the Primary and Secondary Suppliers. The Secondary Supplier, chosen especially to ensure security of supply will be awarded some 40% of the business, with the majority 60% going to the Primary Supplier.

    7) If for any reason it is not possible to conclude the contract with the successful tenderers, or if having concluded the contract the contracting authority decides to terminate the appointment of the successful tenderer, the contracting authority reserves the right to award the contract to the next highest scoring tenderer on the basis of the same terms as tendered by that party at any time during the tender validity period. This shall be without prejudice to the right of the contracting entity to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion.
