Contract for the supply of vehicle maintenance services to Fingal County Council for a period of 2 years, with the option to extend by three periods of 1 year, subject to a maximum duration of 5 years

REF: FCC/65/15 - Contract for vehicle maintenance. This contract relates to the provision of vehicle maintenance services in respect of all three of Fingal County Council’s main operational depots which are located at Watery Lane, Swords; Coolmine Industrial Estate, Dublin 15 and Ballycoolin Business Park, Dublin 15 respectively.
Fingal County Council invites expressions of interest in relation to a contract for vehicle maintenance services under the restricted procedure as summarised below. The contractor providing the service will establish their maintenance service such that they can meet or exceed the following service levels in respect of all three of Fingal County Council’s main operational depots which are located at Watery Lane, Swords; Coolmine Industrial Estate, Dublin 15 and Ballycoolin Business Park, Dublin 15:

A Service : Turnaround Time from Receipt of Vehicle – 1 Day
B Service: Turnaround Time from Receipt of Vehicle – 1 Day
Vehicle Inspection at Contractor’s Facilities Turnaround Time from Receipt of Vehicle – 4 Hours
Running Repairs Turnaround Time from Receipt of Vehicle – 1 Hour
Vehicle Recovery Turnaround Time from time of notification – 2 Hours
To maximise fleet operational efficiency, Fingal County Council requires their drivers to perform daily checks on the vehicle and drive it to the designated contractor’s repair facility for immediate running repairs. It is vital that tenderers offer a complete and cost effective solution to satisfy Fingal County Council’s particular operational environment whilst meeting the required service levels as set out in the technical specification and exceeding them where possible.
A number of Fingal County Council owned fleet vehicles will be allocated to the designated contractors to cover “off-road “vehicles.
The Fingal County Council fleet is approximately 230 vehicles.
It is anticipated that two separate service providers will be appointed, to be described as the Primary and Secondary Suppliers. The Secondary Supplier, chosen especially to ensure security of supply will be awarded some 40% of the business, with the majority 60% going to the Primary Supplier.

If the tenderer is a consortium or grouping of members, the tenderer must specify the commercial and legal relationship (if any) amongst its members and any agreements giving effect to same. The contracting authority reserves the right to request copies of any such agreements.
The contracting authority reserves the right, at its absolute discretion, to require a lead firm to contract, either:
-on the basis of joint and several liability with each other of the tenderer executing the contract; or
- with a particular single member or the tenderer as the prime contractor, with the other members providing collateral warranties and/or guarantees; or
- as an incorporated or unincorporated special purchase vehicle, with collateral warranties and/or guarantees from the members of the tenderer.

1) To receive more information about this tender, including any amendments and/or clarifications and to request any clarifications and/or to respond to this tender, you must register your interest on the Irish etenders website (www.etenders.gov.ie) only. Registration is free of charge.
2) The award of the contract will be conditional upon formal written acceptance of the Contract Terms and Conditions.
3) The contracting authority will not be responsible for any costs, charges or expenses incurred by tenderers in response to this competition.
4) This is the sole call or competition for these services.
5) It will be a condition of contract that tenderers and their sub-contractors (if any) produce a valid tax Clearance Certificate from the Irish Revenue Commissioners and that they retain a fully valid certificate throughout the lifetime of the framework and of contracts awarded under the framework.
6) The award of the contract will be subject to the approval of the competent authorities.
7) If for any reason it is not possible to conclude the contract with the successful tenderers, or if having concluded the contract the contracting authority decides to terminate the appointment of the successful tenderer, the contracting authority reserves the right to award the contract to the next highest scoring tenderer on the basis of the same terms as tendered by that party at any time during the tender validity period. This shall be without prejudice to the right of the contracting entity to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion.
8) At its absolute discretion, the contracting authority may elect to terminate this procurement process or the contract agreement at any time.
