15/109 - Pilot Technology Trials of Water Metering Systems for Multi-Unit Developments
Irish Water wishes to investigate the functionality of water metering technologies
in the context of Irish Multi-Unit Developments (MUDs) to inform future metering
programmes. In this regard, Irish Water is seeking responses to this Request for
Expressions of Interest and Information. Funding for these trials is provided from
the Water Services Innovation Fund, which is supervised by the Commission for
Energy Regulation (CER).

This notice involves 5 stages.
Stage 1) - initial request for information
Stage 2) - concept design
Stage 3) - submission by consortia
Stage 4) - offer by Irish Water to a number of
consortia
Stage 5) - the trial installation, commissioning,
monitoring and reporting.

Stage 1 now seeks informative responses from competent parties who wish to participate in a trial installation of water meters in MUDs, i.e. residential apartment buildings. These parties may be metering technology suppliers and/or management companies with potential sites for trials, or other relevant parties. See the RFI document for further information on the parties who may respond to the RFI. Interested parties should note that they must respond to the RFI in order to be considered for this process and that no further call for competition will be issued in respect of the trial installations. However, parties and consortia that have applied in Stage 1 may add other parties to their consortia at a later stage.
Stage 2 will be a request for a concept design to those who have applied to participate in the trial, regarding the rules and criteria for later stages of the process.
Stage 3 will be the submission by consortia of responses, based on surveys of nominated multi-unit developments, which will contain concept designs for the installation of metering technology.
Stage 4 will be an offer by Irish Water to a number of consortia to avail of a portion of the available innovation funding to install their technology in the nominated multi-unit development in accordance with their concept design.
Stage 5 will be the trial installation, commissioning, monitoring and reporting.
This is an independent trial and will have no bearing on any future procurement exercise by Ervia / Irish Water.
