    Short description of the contract or purchase(s)

    Iarnród Éireann (IÉ) is seeking a partner to implement a range of field work management applications with a data collection system at its core. It is planned to implement the system with approximately 500 users, initially. The core system will link to SAP, SharePoint and other IT systems using a-synchronous connections (via API), and will initially be focused on six elements:

    i. Work Order Management Application,

    ii. Data Collection Tools,

    iii. Form Creation,

    iv. Lone Work Systems,

    v. GIS and GPS Navigation System,

    vi. Service Level Agreement.

    IÉ requires that this Mobile Data Collection Platform will be flexible enough to be applied to a number of field data collection business processes in various areas of the organisation.

    If a Tender is submitted by a group (more than one) of service providers, then those service providers, if their Tender is accepted, will assume such legal form by incorporation, partnership or otherwise, as will entitle them to contract as a single entity. It will be necessary for any group of service providers wishing to submit a joint bid to state a single addressee who will be responsible for the receipt and processing of the participating orders and for resolving any problems relating to the Tender and the Contract, if awarded.

    This is the first stage of a two-stage procurement process (Pre-Qualification Stage). In order to be considered for participation in a tendering competition for this contract, interested parties must complete and submit the Pre-Qualification Questionnaire (PQQ) provided. The purpose of this PQQ is to obtain sufficient information to enable the Contracting Authority to establish that applicants have the necessary resources and capacity to achieve the contract objectives. Only suitably qualified candidates will be invited to the second stage of this process (Tender Stage).
