The Commission for Energy Regulation (CER) is Ireland’s independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland’s public water and wastewater system.
The CER issued a contract notice to engage a specialist or expert economic assistance and advice on an on-going basis in relation to energy market and regulation policy. Particular emphasis was on issues that relate to the CER’s economic decision making in the area of electricity markets, economic analysis of issues relating to the development of the wholesale electricity market, capacity remuneration mechanism and market power including the SEM and I-SEM.
Advice was also required on the economic analysis of market implications of meeting Ireland’s renewable energy targets, interconnection, locational issues and wider European market design including implications for Ireland of market changes in Great Britain, as well as networks regulation issues and retail market
competition as required.
