Single Party Framework Agreement for the supply of Electronic Breath Alcohol Screening Devices

This single party framework agreement will have a potential duration of 10 years due to the large number of potential end users and the associated need to introduce training for all end users in a phased manner. A shorter duration would not be practical, particularly given the potential complexities of implementation.
Medical Bureau of Road Safety (MBRS) wishes to appoint a competent provider to a single party framework agreement for the supply of Electronic Breath Alcohol Screening Devices. Please see full details in the attached tender document by logging on to www.etenders.gov.ie.
The Medical Bureau of Road Safety (MBRS) has a requirement for the purchase and maintenance of Electronic Breath Alcohol Screening Devices. The Devices will be supplied to the MBRS for distribution to Gardai (Police) throughout the country. The MBRS anticipates an order of approximately 200 devices in the first year, with ongoing annual purchases of approx. 200 subject to annual funding etc.

A grouping, if successful, may be required to contract as a single entity having joint and several liability but subject to the agreement of the contracting parties. If it is proposed to sub-contract the delivery of any portion of the contract under the framework, it may be a condition of award of contract that both the service provider and any proposed sub-contractor enter simultaneously into a collateral warranty with the contracting authority for the relevant portion of that contract.

The Contracting Authority undertakes that this framework agreement will not be established until a statutory period of fourteen calendar days has expired, commencing on the day after the date of electronic notification of all concerned tenderers. This ‘standstill period’ is being observed in accordance with the provisions of S.I. 130 of 2010.
