      Total quantity or scope:

      This tender relates to the works associated with the refurbishment of the existing ESB Poolbeg tank farm complex which will be utilised for the strategic storage of distillate fuels by NORA.

      The site is located to the east of the ESB Poolbeg Power Generation Plant, Dublin and will be managed by the National Oil Reserves Agency (NORA) www.nora.ie which is the Irish state agency, established in 1995 with responsibility for the maintenance of Ireland’s national oil reserve. To meet these responsibilities NORA has signed a 20 year lease for the use of the tankfarm facility at Poolbeg.

      At present the tankfarm is only partially in use to provide an emergency supply of Diesel fuel for the adjacent ESB Power station which is supplied from 2 No. Tanks (D1 and D2).The contents of these tanks will be required to be exported to a ship (ESB Supply). The remaining tankage (Tanks C1,-C5) was originally in use for fuel oil storage and is now no longer in service.

      The site is ship fed from a dedicated marine Jetty located to the North of the site and is accessed via the ESB site.

      To achieve a fully functioning storage facility for distillate products it will be necessary to complete an upgrade of the tank farm facilities to meet with current industry practices.

      NORA is seeking to engage suitable contractors to undertake contract works in 2 stages as follows:

      1st Contract Disinvestment of Existing Site Equipment

      The first contract will be for the supply of Mechanical, Civil & Electrical Enabling Works to prepare the site for subsequent conversion / upgrading works by:

      • The removal of existing fuel stock,

      • The removal of redundant equipment, and civil bases

      • The removal of existing pipe work,

      • The removal of existing electrical cabling,

      • Cleaning / inspection of tankage.
