Suitability Assessment Process (Restricted Procedure (OJEU)) for: Works Specialists with Design Input (Lots 1 – 6) for the new children’s hospital at St James’s Hospital campus, Dublin 8

The NPHDB wishes to procure two satellite centres at Tallaght Hospital campus and Connolly Hospital campus, in addition to the New Children‘s Hospital at St James‘s Hospital campus (which itself is being separately procured). The scope of the new children’s hospital satellite centres in broad terms comprises of:
The Adelaide & Meath Hospital (Tallaght Hospital) Dublin, Belgard Square North, Tallaght, Dublin 24
The proposed development of the Satellite Centre at Tallaght Hospital campus comprises the construction of an extension of approximately 3,142 sq.m. to the hospital and refurbishment works of approximately 1,324 sq.m of the existing hospital building as part of the National Paediatric Hospital Project. The development will be located on an open area of grass close to the main site entrance and Main Adult Hospital Entrance and will connect back into the existing hospital alongside the existing hospital access road.
The entrance on the northeast of the new building will be accessed from the existing main hospital set down and pick up area. A new entrance space will be created with informal seating, enhanced paving and planting. The levels have been designed to provide level access between the set down / pick up bays and the new entrance. The urgent care entrance is located on the south elevation of the building adjacent to the ambulance parking area. A direct pedestrian route will be provided between the set down / pick up bays to the south of the building and this entrance.
The proposed development aims to provide approximately 25 no. relocated visitor car parking bays to the South-East of the proposal and approximately 2 no. delivery parking bays adjacent to the existing building that is being refurbished. A new pedestrian access will be provided from the existing footpath along the hospital road to the East with a new pedestrian crossing being created to allow safe access across the junction of the perimeter access road. A new entrance canopy will be provided to give protection from the elements for patients accessing the main entrance from the existing drop off canopy. The proposal also provides for all ancillary landscaping, construction and site development works including minor alterations to the internal roads and footpaths.
Connolly Hospital, Blanchardstown, Dublin 15
The proposed development of the Satellite Centre at Connolly Hospital campus comprises the construction of a three storey extension of approximately 4,990 sq.m. to the hospital and refurbishment works of approximately 103 sq.m to the existing hospital as part of the new children‘s hospital project. The proposed development will be located to the east of the existing main entrance on an area of open grass and will connect back into the existing hospital via a new link corridor and an existing garden in the northern part of the site will be integrated with the new development.
The entrance on the west of the new building will be accessed from the existing main hospital set down and pick up area. A new entrance space will be created with informal seating, enhanced paving and planting. The urgent care entrance is located on the east elevation of the building adjacent to the ambulance parking area. A direct pedestrian route will be provided between the set down / pick up bays to the south of the building and this entrance.
The proposed development aims to provide approximately 45 no. visitor car parking bays (including 3 no. disabled parking bays) and approximately 4 no. set down bays to the South West of the proposal; and approximately 35 no. staff parking bays (including 1 no. disabled parking bay), approximately 4 no. ambulance parking bays and 3 no. delivery parking bays to the East of the proposal. A new pedestrian access will be provided from the existing footpath along the hospital road to the west. The existing turning circle drop off to the Main Acute Hospital Entrance will be reconfigured to provide more accessible drop off bays. A totem sign will be located opposite the two new pedestrian crossings by the South-West corner of the proposal where there is a road junction to the main entrance. The proposal also provides for all ancillary landscaping and site development works including minor alterations to the internal roads and footpaths.
The Contracting Authority intends to hold an open day(s) for interested Applicants. Details will be provided to Applicants who have registered interest in this competition.
The planning application for the construction of the new children’s hospital satellite centres was submitted to An Bord Pleanála on the 10 August 2015 and it is hoped that planning will be granted early in 2016. It should be noted this planning application includes both the new children’s hospital at St. James’s Hospital campus and the two satellite centres at Tallaght Hospital Campus and Connolly Hospital Campus. Separate SAQs have been published for the main contractor, specialists and enabling works contractor for the new children’s hospital at St. James’s Hospital.
The building works will be procured using the Public Works Contract for Building Works designed by the Employer (PW-CF1) with amendments).
Contract conditions for Specialists with Design Input will be provided at tender stage as part of the tender document suite issued to shortlisted applicants.
Specialists for Lots 1 – 3 will be required to be nominated to the Works Contractor

All works associated with the supply of all materials, design and installation of all mechanical infrastructure and equipment required to ensure the new children‘s hospital satellite centres operates and functions in line with Employer‘s Requirements, design drawings and specifications including the commissioning of same to ensure the successful handover of the building for operation in line with the project programme
All works associated with the supply of all materials, design and installation of all electrical infrastructure and equipment required to ensure the new children‘s hospital satellite centres operates and functions in line with Employer‘s Requirements, design drawings and specifications including the commissioning of same to ensure the successful handover of the building for operation in line with the project programme
