Panel of Telecare Service Providers

This notice is being published on a voluntary basis in the OJEU. It is being published to comply with the obligation to advertise the existence of the panel annually. If firms are already qualified on the panel they do not need to reapply.
The original notice was published as a PIN notice in November 2014.
The objective of the Seniors Alert Scheme is to encourage community support and social inclusion for vulnerable older people in the Republic of Ireland. There is a need to support people to maintain independent living within their own homes for longer and to meet their perceived security and safety needs.
Pobal have been contracted by the Department of the Environment, Community and Local Government (DECLG) to manage the administration of this scheme from 2015.
Under the Seniors Alert Scheme, eligible persons (the ‘beneficiaries’) will be offered funding for the supply, delivery, installation and warranty of telecare equipment such as base units and personal alarm pendants/triggers.
Before any telecare equipment under the Seniors Alert Scheme is installed at a beneficiary’s home, that beneficiary must demonstrate the existence of a contract with a telecare service provider of their choice; a service which does not directly come under the scope of the Seniors Alert Scheme’s funding. Pobal is cognisant of the fact that personal purchasing of telecare services reduces the opportunities for economies of scale, with the risk of an overall increase in the cost of telecare for individual beneficiaries. Therefore, Pobal would like to empower and assist beneficiaries by providing them with a panel of pre-qualified telecare service providers to choose from. Use of this panel by beneficiaries will be on a voluntary basis only and beneficiaries will at all times be able to exercise their choice of service provider outside of the panel.
The Panel will operate for a period of 3 years (February 2015 – January 2018)
and there is no deadline for applications during this period.
Pobal has recently completed a tendering competition for the purchase and installation of telecare equipment under the Seniors Alert Scheme. Please refer to eTenders RFT ID 89483 for a list of the successful equipment providers.
As this is a voluntary notice, the quantity and scope are unknown.

Please note no tender competitions will arise from the establishment of this panel. Also there will be no limit on the number of firms who can qualify for admittance to the panel.
This panel will be advertised annually until its expiry in 2018.
Pobal is establishing this panel for use (on a voluntary basis) by the beneficiaries of the Seniors Alert Scheme and will not be entering into any contracts with the respondents. Therefore, this notice is published on a voluntary basis as the establishment of this panel is not subject to the provisions of Directive 2004/18.
In addition, no implied contract will arise as a result of the publication of this notice and/or Pobal‘s involvement in the process.
