Louth County Council - Single Party Framework Agreement for Oil and Gas Boiler Servicing in Domestic Dwellings
Throughout the county of Louth
Louth County Council wish to establish a Single Party Framework for the Serving of
Oil and Gas Boilers in their housing stock throughout the whole of the county.
Service of approximately 3425 Gas and Oil Fired Domestic Boilers. 2 year contract with option to extend for 1 year + 1 year (4 years).
Contract for 2 years with the option to renew for +1 year and +1year (4 years).

A grouping if successful must be prepared to contract as a single entity having joint and several liability.
Successful tenderer will be required to sign framework agreement.

In the case of Gas Boilers - The appointed Contractor shall be currently registered as a Registered Gas Installer (RGI) with the Register of Gas Installers of Ireland (RGII) or equivalent and as being competent to carry out works and all works shall comply with IS 813:2002, Domestic Gas Installations. The Contractor must hold a Level 6 National Craft Certificate in Plumbing or equivalent such as an award by a recognised international body.
In the case of Oil Boilers – The appointed Contractor must be OFTEC Registered or equivalent to carry out such works and use only maintenance engineers who are trained and qualified. The servicing/maintenance of Oil Boilers must be carried out by suitably qualified individuals in accordance with the manufacturer’s guidelines and industry best practice as a minimum. The Contractor must hold a Level 6 National Craft Certificate in Plumbing or equivalent such as an award by a recognised international body.

1. Interested parties must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications. All information relating to attachments, including clarifications and changes, will be published on the Irish Government Procurement Opportunities Portal (www.etenders.gov.ie) only. Registration is free of charge. The contracting authority will not accept responsibility for information relayed (or not relayed) via third parties.
2. It is a condition of award that canditates are tax compliant and are in a position to produce a valid tax clearance certificate from the Revenue Commissioners when requested.
3. If for any reason it is not possible to admit to the framework agreement one of the tenderers invited following the conclusion of this competitive process, the contracting authority reserves the right to invite the next highest scoring tenderer to join the framework agreement as appropriate.
4. At its absolute discretion, the contracting authority may elect to terminate this procurement process, the framework agreement or any contract awarded under the framework agreementat any time.
The contracting authority will not conclude this framework agreement (and the reviewable public contract) to which a standstill period applies in accordance with Irish Statutory Instrument SI 130 of 2010, until after the expiry of the standstill period which commences on the day following the date of notification of concerned canditates and tenderers. The duration of the standstill period will be 14 calendar days where notifications are sent electronically or 16 calendar days where these are sent by other means. The Statutory Instruments mentioned above provides that review procedures are available in the High Court to a person who has or has had an interest in obtaining the framework agreement (including the reviewable public contract and alleges that he or she has harmed or is at risk of being harmed by an infringement of the law in relation to that framework agreement and reviewable public contract.
