Enniscorthy Sewerage Scheme Phase 3: Contract 1 – Wastewater Treatment Plant Upgrade
IRELAND (County Wexford)
Irish Water plan to undertake the following works:
• Refurbishment/Upgrade/Expansion of the existing Enniscorthy
Wastewater Treatment Plant (WwTP).
• Refurbishment/Upgrade of the existing infrastructure at St Johns
Pumping Station and Promenade Pumping Station.
• Provision of stormwater handling facilities.
It is intended that the works will be implemented under a Design, Build and
Operate (“DBO”) Contract.
Design Build Scope of Works
The Enniscorthy Sewerage Scheme Phase 3 - Contract 1 WwTP Upgrade includes for the following:
• The upgrade of the existing Enniscorthy Waste Water Treatment Plant (WWTP) from existing 16,000 Population Equivalent (PE) to circa 25,000 PE.
• Provision of Nitrogen and Phosphorus reduction facilities.
• Provision of Sludge reception, handling and dewatering facilities.
• The upgrade of the existing St Johns Pumping Station (PS) including new 450mm diameter overflow pipe from PS to the River Slaney.
• The upgrade of the existing Promenade PS.
• Review and upgrading of existing infrastructure.
• Provision of Instrumentation and telemetry, SCADA, metering and sampling equipment.
• Perform the duties of Project Supervisor Design Process (PSDP) and Project Supervisor Construction Stage (PSCS)
Operation and Maintenance Scope of Works

Contract 1 WwTP Upgrade also includes Operation and Maintenance works as follows:
• The interim operation and maintenance of the existing WWTP facilities, St Johns PS and Promenade PS for the duration of the Design Build Works.
• Operation and maintenance of these facilities for a period of 7 years after the completion of the construction phase of the infrastructure, with the option to extend for a further period of up to 3 years at the sole discretion of the Contracting Entity.
• Perform the duties of Project Supervisor Design Process (PSDP) and Project Supervisor Construction Stage (PSCS)
The operation and maintenance element of the works shall be carried out of in accordance with the Performance Management System (PMS) as published by the Water Services Training Group (WSTG) and in accordance with Irish Water’s Asset Management System (IBM Maximo).
Further details of the scope of works and phasing of the works are included in the Pre-Qualification Questionnaire.

Requests to participate may be submitted by single entities or by groups of service providers. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may if Ervia considers it necessary to ensure that the contract is carried out to its satisfaction, be required to do so prior to award of the contract. Ervia also reserves the right to contract with each member of the group on the basis of joint and several liability, or with one member of the group as a main contractor with a number of sub-contractors or on any other basis as Ervia considers appropriate.
If any of the conditions set out in Regulation 53(1) of The European Communities (Award of Public Authorities Contract) Regulations apply to the applicant, the applicant will be excluded from the competition.

A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of The Shared Services Procurement Manager to michelle.terry@ervia.ie The Questionnaire will cover the financial, economic and technical capacity of candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 17.00hrs Wednesday 7th October 2015. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure.
