LESC District Energy System
Cork
University College Cork will utilise the National Energy Services Framework set
up by Sustainability Authority of Ireland (SEAI) in order to seek proposals from the
energy services market that will fund an upgrade of the existing heating system
via Energy Performance Related Payments or Local Energy Supply Contracts. A
contract for installation and construction works to a new CHP energy centre
followed by ongoing operation and maintenance of the energy centre together
with the supply of energy to the campus by the successful tenderer
(the “Contract”).
An experienced technical ESCO firm is sought to provide energy services (or
works) at the main campus University in the form of an upgrade and operation of
existing district energy system.
The existing steam district heating system currently serves seven buildings on campus. UCC wish to cater for a future possible extension to other buildings and require the LESC tenderer to include consideration of extension of the system to accommodate up to a 50% increase in capacity.
The successful LESC contractor will be required to demonstrate that the new energy generation and distribution system achieves a minimum of 30% reduction in primary energy compared to the existing system.
UCC anticipates a minimum contract term of 10 years with the potential to extend for an additional two extensions of up to two years per extension subject to satisfactory performance. The contract length is subject to change on foot of the competitive dialogue process. UCC is reserving its right to have the proposed contract subject to annual or periodic reviews.
