Professional Services Multi-Disciplinary Team - Architects, Quantity Surveyors and Mechanical & Electrical

Fáilte Ireland is seeking establish three Framework Agreements for the provision of Professional Services by Multi-disciplinary Teams. The successful tenderer will comprise a multi-disciplinary team which can comprehensively provide all the inputs and expertise necessary to deliver the requirements to the highest quality.
It is intended to appoint a single professional team to each Lot to include at a minimum 1) Architects, 2) Quantity Surveyors and 3) Mechanical & Electrical Engineers. Other support services may also be required and it is Fáilte Ireland’s requirement that the professional team appointed will source and manage such support services as required (see table 1 below for potential additional services required). A multi-party Framework Agreement has been established for Building Contractors under a separate tender procedure. The requirements in this regard have been divided into a number of lots as follows:
Lot 1 - Multi-Disciplinary Team for Innovative Design Projects
Lot 2 – Multi-Disciplinary Team to monitor Capital Projects funded by a future Tourism capital grant scheme
Lot 3 – Multi-Disciplinary Team for general corporate requirements
It is Fáilte Ireland’s requirement that one of the multi-disciplinary team (1-3 above) should act as the Lead Firm and subcontract, if required, to other team members for additional resources. The team will be required to provide services to Fáilte Ireland on various projects commencing mid-2015.

Please note that Lot 1 is still in evaluation stage. Lots 2 and 3 are awarded and have been notified in this notice. Once Lot 1 is awarded additional information will be published to confirm the outcome of Lot 1.
The contracting authority will not conclude this framework agreement to which a standstill period applies in accordance with Irish Statutory Instrument SI 130 of 2010, until after the expiry of the standstill period which commences on the day following the date of notification of concerned candidates and tenderers. The duration of the standstill period will be 14 calendar days where notifications are sent electronically or by fax and 16 calendar days where these are sent by any other means. The Statutory Instrument mentioned above provides that review procedures are available in the High Court to a person who has or has had an interest in obtaining the framework agreement and alleges that he or she has been harmed or is at risk of being harmed by an infringement of the law in relation to that framework agreement.
