Expressions of interest are invited for the supply to Bus Éireann (“BE”), by means of a charge card system, of motor diesel oil and ancillary supplies and services such as engine oil and vehicle washes at certain designated locations (or equivalent alternative locations) throughout Ireland. Details of the designated locations will be provided, for information purposes, with the PQQ documentation. In order to provide coverage in respect of all designated locations, BE proposes to appoint a number of providers to a multi-provider framework agreement in accordance with the contract award criteria. It is anticipated that BE will award a contract under the framework to the provider who submits the most economically advantageous tender in accordance with the contract award criteria (the “first ranked bidder”).In the event that the first ranked bidder is unable to provide coverage in respect of all designated locations (whether by means of subcontracting or otherwise), BE reserves the right to award an additional contract to the second ranked bidder in respect of any designated locations which are not covered by the first ranked bidder. If required, and at BE’s discretion, a further contract or contracts may be awarded to another party (or parties) to the framework in respect of any locations not covered by the first or second ranked bidders, in each case based on the parties’ rankings in accordance with the contract award criteria. It is proposed that the term of the framework agreement will be four years.
