Castlerea and Environs Water Supply Scheme – Phase 1 Ballyhaunis to Garranlahan and Williamstown.
Mayo/Galway
Irish Water propose to extend the Lough Mask Regional Water Supply Scheme to
supply Castlerea and a number of further towns and villages in Counties
Roscommon and Galway. The first phase is to supply treated water from an
existing service reservoir in Ballyhaunis County Mayo onward to Garranlahan in
County Roscommon and to Williamstown in County Galway. Under the proposals
the existing sources would be abandoned and the schemes will be supplied with
water from the Lough Mask scheme via Ballyhaunis using new pipelines (pumped
and gravity) connected to existing and proposed service reservoirs.
The works planned include for the construction of a new pumping station, some
21.5km of new pipework in roads and fields, a new service reservoir and related
mechanical, electrical and ancillary works.
It is intended that the works will be implemented under a Design & Build form of
Contract.
The contract provides for the Phase 1 works only which includes the design, construction, commissioning, testing, and handover of the following:
•The construction of a new pumping station and related works at Ballyhaunis service reservoir complex in County Mayo.
•Mechanical and Electrical (M&E) works to provide for the supply installation and commissioning of pumps over-ground pipework and related equipment in the new Ballyhaunis pump house as above
•The construction of a new service reservoir of approximately 1,250m3 capacity at Garranlahan in County Roscommon including related site works including access roads, control house and further M&E works
•The construction of new treated water mains and related works include air valves, scour valves, sluice valves etc. chambers, covers and associated works as follows
- A new 400mm diameter rising main from Ballyhaunis reservoir to Abbeyquarter on the Irishtown road from Ballyhaunis for some 3.5km in lenght
- A new 400mm diameter rising main from Abbeyquarter, Ballyhaunis some 3.5km in length Abbeyquarter to Garranlahan service reservoir for some 9.5km.
- A new water main from Garranlahan to Williamstown Water Tower at 300mm diameter for some 8.5km
•Disinfection and commissioning of all new rising mains and pipework
•Traffic management
•Upgrade of the existing chlorination systems
•New SCADA and Telemetry system
•Full statutory roles of PSDP and PSCS
Handover of the completed works to the Employer.

Requests to participate may be submitted by single entities or by groups of service providers. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may if Ervia considers it necessary to ensure that the contract is carried out to its satisfaction, be required to do so prior to award of the contract. Ervia also reserves the right to contract with each member of the group on the basis of joint and several liability, or with one member of the group as a main contractor with a number of sub-contractors or on any other basis as Ervia considers appropriate.
If any of the conditions set out in Regulation 53(1) of The European Communities (Award of Public Authorities Contract) Regulations apply to the applicant, the applicant will be excluded from the competition.

A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of The Shared Services Procurement Manager to niamh.oconnor@ervia.ie The Questionnaire will cover the financial, economic and technical capacity of candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 17.00hrs Tuesday 8th September 2015. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure.
