    The requirement is for the successful tenderer to propose, outline and implement

    a secure national delivery and collection service in line with current NSS service

    requirements.

    It is a core requirement that collection, transport and distribution of materials are

    carried out under strict conditions that maintain the integrity and security of the

    data being transferred at all times.

    Service providers should have a clear understanding and approach to the

    handling of highly sensitive data.

    The contracting authority does not guarantee that any minimum volume of product

    or service will be procured as a result of this ITT.

    The National Screening Service (NSS), part of the HSE Health and Wellbeing Directorate is seeking responses by way of an Invitation to Tender (ITT) from suitably qualified service providers for the Provision of National Collection and Delivery Services, that will collect and deliver highly sensitive materials and documents to and from BreastCheck mobile and BreastCheck/NSS static unit locations throughout Ireland on a daily basis or as advised. Service providers will be subject to strict collection and delivery times/schedules.

    The duration of the contract on award is 2 years with options to extend further (see ITT)

    The tender opening and evaluations will be carried out by a multi-disciplinary Procurement Evaluation Group (PEG) comprising of the relevant Operational & Commercial staff from the HSE/NSS. Those members comprising of the PEG will be formally identified on completion of this process.

    Additional information:

    Note: qualified service providers must be in a position to undertake services that covers the entire region of the Republic of Ireland.

    This contracting authority will not accept proposals from those providers seeking to provide services from a predetermined set of chosen locations/regions (e.g. Leinster region only)

    In completing Appendix 2 will be considered the service providers intention to undertake a national collection services across the ROI.

    The HSE does not bind itself to accept the lowest or any offer and reserves the right to accept an offer either in whole or in part, each item being for this purpose treated as offered separately. The HSE reserves the right to award contracts for the supply of the items described above and arising out of this procurement process to more than one supplier.
