Specialist Public Planning, Ecology and Environmental Services Framework
Ireland
The objective of this Pre-Qualification Questionnaire (PQQ) process is to produce
a short-list of suitably qualified companies who will be invited to tender for the
provision of specialist Public Planning, Ecology and Environmental Services as
required for EirGrid Group.
Candidates are invited to submit a qualification application for inclusion on the
tender list for one or more of the applicable Framework Lots in accordance with
this document.
• Lot 1: Public Planning Services
• Lot 2: Ecology Services
• Lot 3: Environmental Services (Natural Environment and Built and
Human Environment)

EirGrid wish to appoint appropriately qualified and experienced public planning consultants to provide general public planning services, primarily pursuant to EirGrid’s and SONI’s statutory functions, and pursuant to the legislative obligations under the Planning and Development Acts and associated Regulations in Ireland and Northern Ireland.
Services to be provided include, but are not limited to;
• Preparation of, or specialist input into, planning applications (both in Ireland and Northern Ireland) based on extensive knowledge of, and experience in;
- Relevant legislation in Ireland and Northern Ireland;
- European EIA, Birds and Habitats Directives (including as translated into Irish and Northern Irish Legislation);
- pre-application and application functions of Planning Authorities (in Ireland and Northern Ireland), An Bord Pleanála, and the Department of the Environment (NI), including the Strategic Infrastructure Development (SID) and planning appeals processes;
• Preparation of submissions on behalf of EirGrid to the Development Plan Review process, as well as to other statutory and non-statutory bodies and agencies as required;
• Preparation of specialist public planning reports and guidelines for internal and external knowledge, addressing and informing on such matters as planning policy, development potential, new or emerging issues of relevance to public planning;
• Peer review, on behalf of EirGrid, of external consultant deliverables, for example draft planning application particulars, and/or reports and other documents;
• Presentations to, or on behalf of EirGrid, regarding matters of public planning, including emerging best practice, new legislation (both in Ireland and Northern Ireland);
• Preparation of internal public planning policies and processes, primarily to be used by Grid Development project teams.
• Co-ordination of and/or input into Environmental Reports and Environmental Impact Statements (EIS)
• Supply of appropriately qualified and experienced public planning consultants to provide in-house services, working directly within the Public Planning team of EirGrid’s Planning and Environmental Unit.

EirGrid wish to appoint appropriately qualified and experienced Ecological consultants to provide Ecological services, primarily pursuant to EirGrid’s statutory functions, and pursuant to the legislative obligations under the European Communities (Birds and Natural Habitats) regulations and the Planning and Development Acts.
• Ecological survey:
The undertaking of multidisciplinary ecological survey (General
habitats, flora and fauna),
Specialist survey capabilities including: birds, aquatic ecology, mammals including bats, flora,
Data analysis using best practice methods;
• Ecological Reports:
Preparation of ecological reports including ecological impact assessment, screening reports for Appropriate Assessment, Natura Impact Statements for Environmental Reports, Environmental Impact Statements, Strategic Environmental Assessments, based on extensive knowledge of, and experience in;
Relevant legislation in Ireland;
European EIA, Birds and Habitats Directives (including as translated into Irish and Northern Irish Legislation);
• Preparation of specialist ecology reports and guidelines for internal and external knowledge, addressing and informing on such matters as biodiversity policy, case law as it relates to the Nature Directives, new or emerging issues of relevance to ecological impact assessment and biodiversity;
• Preparation of internal policies and processes for ecology/biodiversity related topics, primarily to be used by Grid Development project teams.
• Peer review, on behalf of EirGrid, of external consultant deliverables. For example, draft reports and other documents;
• Presentations to, or on behalf of EirGrid, regarding matters of ecology/biodiversity, including emerging best practice, new legislation.
• EirGrid may also require appropriately qualified and experienced ecological consultants to provide in-house services, working directly within the Ecology and Environmental team of EirGrid’s Planning and Environmental Unit

EirGrid wish to appoint appropriately qualified and experienced consultants to provide Environmental services, primarily pursuant to EirGrid’s statutory functions in the area of Grid Development
Services to be provided include, but are not limited to;
• The undertaking of specialist survey work where necessary and the preparation of specialist reports for Environmental Reports, Environmental Impact Statements, Strategic Environmental Assessments, based on extensive knowledge of, and experience in relevant legislation in Ireland for the following topics:
• Soils and Geology,
• Hydrology and Hydrogeology,
• Noise,
• Air Quality and Climate
• People and Communities
• Tourism, Recreation and Land Use Zoning
• Landscape and Visual
• Cultural Heritage
• Traffic
• Peer review, on behalf of EirGrid, of external consultant deliverables. For example, draft reports and other documents.
• EirGrid may also require appropriately qualified and experienced environmental consultants to provide in-house services, working directly within the Ecology and Environmental team of EirGrid’s Planning and Environmental Unit.

The contracting authority will not conclude this framework agreement (and the reviewable public contract) to which a standstill period applies in accordance with Irish Statutory Instrument SI 130 of 2010, until after the expiry of the standstill period which commences on the day following the date of notification of concerned candidates and tenderers. The duration of the standstill period will be 14 calendar days where notifications are sent electronically or by fax and 16 calendar days where these are sent by any other means. The Statutory Instrument mentioned above provides that review procedures are available in the High Court to a person who has or has had an interest in obtaining the framework agreement (including the reviewable public contract and alleges that he or she has been harmed or is at risk of being harmed by an infringement of the law in relation to that framework agreement and reviewable public contract.
