For the award of a Contract for the outsourcing of the Management, Operation and Maintenance of all services at Corballis Golf Course and Elmgreen Golf Centre in Fingal, County Dublin.

Fingal County Council invites expressions of interest under a Competitive
Dialogue (negotiated) procedure for the full outsourcing of the management,
operation and promotion of golf courses at two locations (Elmgreen and Corballis)
in County Dublin. The Contract will provide for the full outsourcing of all operations
of both clubs. The main requirements will include
• The Full Management of all aspects the Courses
• Operations at both courses
• Maintenance of both courses
NOTE: The acquired rights legislation may apply.

At the Dialogue stage Fingal County Council invites innovative proposals from prospective tenderers as to how best to provide the service.
The contract is for five years with options to extend for a further two 12 month periods.
Both Elmgreen and Corballis are 18 hole full sized golf courses. In addition, Elmgreen boasts a pitch and putt course and a driving range.
Intending applicants should be aware that there is a possibility that the application of the Acquired Rights Directive and the associated Irish Regulations may result in the transfer of current staff to the successful tenderer, details of which will be provided at the tender stage.
To be agreed with successful tenderer
A grouping, if successful may be required to contract as a single entity having joint and severable liability.

• As the subject matter of this contract is a non-priority service (Annex IIB), the provisions of Directive 2004/18/EC with regard to the choice of procedure will not apply. The awarding Authority will employ a Competitive Dialogue (negotiated) procedure under its own terms and conditions.
• The fact of this notice being published should under no circumstances be taken as implying that any provisions other than those expressly contained in Directive 2004/18/EC for Annex IIB Services will apply to this award procedure.
• Interested parties must register their interest on the Irish etenders website (www.etenders.gov.ie) only. Registration is free of charge
• This is the sole call for competition for these services
• The Contracting Authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers.
• Contract award will be subject to approval of the competent authorities.
• It will be a condition of contract that tenderers and their sub-contractors (if any) produce a valid tax Clearance Certificate throughout the lifetime of the contract
